Participation in a Market Survey Regarding the Vaudreuil-Soulanges Hospital Construction Project
The Société québécoise des infrastructures (“SQI”), the government of Quebec’s infrastructure arm, is currently preparing a procurement process regarding the new hospital project for Vaudreuil-Soulanges (the “Project”). The Project consists in building a hospital for the regional municipality of Vaudreuil-Soulanges before 2026. The hospital will have 404 beds and will occupy a surface area of approximately 120,882 m2.
The business case for the Project was authorized on March 14, 2018 by the government of Quebec. This Project, which will be carried out under the design-building-finance (“DBF”) delivery model, represents a major strategic investment for the government of Québec.
In this context, SQI has commissioned KPMG to conduct a market survey in order to obtain market perspective regarding various commercial, technical and procurement aspects of the Project. Information gathered through the market survey could be used to determine some of the Project requirements that will be set out during the procurement process in 2020.
It should be noted that no element discussed in the market survey, or content of the market survey document that participants will receive (as described below), should be interpreted as a promise or a statement by SQI that the Vaudreuil-Soulanges hospital project will be executed in any form or manner.
Furthermore, the information provided by survey participants and their participation in any of the activities outside the boundaries of this exercise will not be used, in any manner, as means of evaluation for subsequent procurement processes related to the Project. Therefore, participation in the market survey does not imply a commitment of any nature to authorize respondents to take part in any subsequent procurement process relating to the Project.
Eligibility criteria: KPMG will forward a survey to be filled out and plan 60-minute phone interviews with interested participants who satisfy the following criteria:
Must have been involved, as a general contractor, designer, architect, engineer or funder in the Request for Proposals of at least one hospital construction project carried out under an alternative delivery model (DB, DBF or DBFM) at a contractual unit value of at least $150 million CAD.
KPMG also reserves the right to directly contact certain companies that have not expressed an interest in the Project.
Instructions: Interested participants must send an e-mail to the contact person indicated below to participate in the market survey.
Participants must include the following information in the e-mail:
1. confirmation that they have participated as a general contractor, designer, architect, engineer or funder in the Request for Proposals of at least one alternative delivery model hospital construction project (DB, DBF or DBFM) at a contractual unit value of at least $150 million, including the name of the project(s) as well as the assumed role; and
2. contact information of the individual (s) to contact in the company.
KPMG reserves the right to require participants to supply additional documentation regarding their experience.
The market survey documents will be sent by e-mail to the participant once the contact person has received all requested information.
Deadline for expressing interest in the survey to KPMG: January 15, 2020 at 3 pm (EST).
Those who would like to participate in the survey, either through an interview or exclusively in writing, must meet the deadline to send the requested information.
