This Request for Tenders ("RFT") is an invitation to prospective bidders to submit tenders for the provision of the supply of all labour, materials, equipment and services for Snow Plowing/Clearing Services at Seven (7) St. Joseph’s Care Group Sites, Thunder Bay, Ontario, as further described in Part 2 - The Deliverables ("the Deliverables"). This RFT is issued by St. Joseph’s Care Group (SJCG).
The seven (7) sites requiring snow plowing/clearing services under this tender include:
1- St. Joseph’s Hospital 35 N. Algoma Street Thunder Bay, ON
2- St. Joseph’s Heritage 63 Carrie Street Thunder Bay ON
3- Hogarth Riverview Manor 300 N. Lillie Street Thunder Bay, ON
4- Sister Margaret Smith Centre 301 N. Lillie Street Thunder Bay, ON
5- Balmoral Detoxification Centre 667 Sibley Drive Thunder Bay, ON
6- St. Joseph’s Health Care offices; North & South 710 Victoria Ave E / 125 Syndicate Ave S
7- Leila Greco Apartments – 330 N. Lillie St. Thunder Bay, ON
It is anticipated that the Work shall commence forthwith after award, for a term of two (2) years with an option in favour of the Care Group to extend the term for an additional two (2), one (1) year terms. The commencement date will be finalized with the selected bidder once all required documentation has been received by the SJCG.
1.2 Type of Contract For Deliverables
The selected bidder will be required to enter into an agreement with SJCG for the provision of the Deliverables in the form attached as Appendix A to this RFT. It is SJCG’S intention to enter into the Form of Agreement attached as Appendix A to this RFT with only one (1) legal entity.
SJCG makes no guarantee of the value or quantity of Work to be assigned to the successful Proponent. The agreement between successful Proponent will not be an exclusive contract for the provision of the Deliverables. SJCG may contract with others for the same or similar Deliverables to those described in this RFT or may obtain the same or similar Deliverables internally.
A bidder who submits conditions, options, variations or contingent statements to the terms set out in the Agreement, either as part of its tender or after receiving notice of selection, may be disqualified.
2.1.1 DURATION OF CONTRACT
The actual Work shall be completed during the 2018/19, 2019/20 winter seasons. For the purposes of this tender the winter season shall be defined as the period starting on or about October 20th of each year of the term, and ending on or about May 15th of each year of the term.
2.1.2 START OF CONTRACT
This Contract shall commence each year of the term on completion of the Start-Up Meeting scheduled by the Contract Administrator, and attended by the Contractor. The Contract Administrator shall provide reasonable notice to the Contractor as to the date/time/location of the Start-Up Meeting.
2.1.3 SCOPE OF WORK
The Work generally consists of winter road and parking lot maintenance activities including snow plowing, snow clearing, snow removal, sanding operations and and parking lot/grounds Spring clean–up operations. These winter maintenance operations are essential to providing a safe and efficient building maintenance program within the Care Group’s properties. Therefore it is imperative that all of the Contractor’s winter maintenance equipment is in sound mechanical condition and is operated in a safe, efficient manner. The Contractor shall at all time be responsible for the direction and control of the Work.
Due to the nature of the Work, the Contractor shall be available to conduct activities seven days per week, twenty four hours per day, 365 days per year.
