RFP 17-11 - INFORMATION PRIVACY & ACCESS CONSULTING SERVICE ON POLICY TRAINING

The SMDHU is seeking the services of a consultant with demonstrated knowledge of information privacy and access specific to the province of Ontario and related to the municipal and public health and/or health care sectors.  This includes experience in the interpretation of legislative requirements, professional standards and best practices.  As evidence of the required knowledge and expertise the consultant will provide evidence of the following:

• Post-secondary education in social sciences, health sciences, law, or in a related field with an acceptable combination of education and experience
• Demonstrated command of Canadian privacy laws and privacy and security best practices - Certified Information Privacy Professional/Canada strongly preferred;
• Demonstrated knowledge of health professions legislation and an aptitude for developing working relationships with a broad range of professionals and stakeholders at multiple levels.

• Review and revise agency policies and procedures in in light of
  • recent legislative changes (including but not limited to the Public Sector and MPP Accountability and Transparency Act, 2014 as it relates to the preservation of records and The Health Information Protection Act, 2015 which includes amendments to PHIPA);
  • professional standards; and
  • orders and best practice documents issued by the Information and Privacy Commissioner of Ontario(IPC).
• Review agency systems and processes for response to Information Access requests and make recommendations for enhanced legislative compliance and greater efficiency.
• Develop an on-line (web based) orientation and training program for all staff to promote an awareness and understanding of the fundamental principles of information privacy, security and access.
