The purpose of this Request for Proposals (“Request for Proposals” or “RFP”) is to invite prospective proponents (“Proponents”) with a successful track record of providing Construction Management services to submit proposals (each a “Proposal”) to Simon Fraser University (“SFU” or the “University”) for the provision of Construction Management services for the SFU Burnaby Campus Childcare Expansion (the “Project”), as further described in this RFP.
Substantial Completion is May 2027.

Established in 1965, SFU has become Canada's leading comprehensive university with vibrant campuses in Vancouver, Burnaby and Surrey. A Childcare facilitiy has been established at SFU since since the 1970’s. The current facility was constructed in 1977, with an additional building added in 1995. Since then the Childcares societies locations have expanded to include a separate childcare facility within the UniverCity, as demand at the Burnaby contuies to increase, additional spaces are required. A functional program was defined and a design concept developed into a concept report dated January 2023. This design concept contemplates construction of a new building adjacent to the existing facility, which will remain operational throughout construction.
The University has assembled an Integrated Project Team consisting of the University’s Project Manager, the Architect/ Prime Design Consultant, the Architect-retained sub-consultants, University-retained consultants and the Construction Manager at Risk.
The role of the IPT will be to assist the Construction Manager at Risk in delivering the completed Project on budget and on time within the established parameters of scope, quality and sustainability.
The successful Proponent will serve in the capacity of Construction Manager at Risk on behalf of SFU to, briefly stated:
- provide preconstruction advice on constructability, construction cost and schedule, and
- provide Design Assist services specific to Mass Timber and Passive House building construction;
- tender the Project scope;
and when tendering is substantially completed, if so elected by the University, deliver the Project in the form of a Stipulated Price Construction Contract.
