The Réseau de Transport Métropolitain (RTM) has a fleet of varied railway rolling stock, consisting of cars, auto engines and locomotives of various models and technologies.
To ensure the continuity of the fleet and to maintain the comfort of users, the RTM is required to conduct asset maintenance, modifications and corrective and preventive maintenance. This requires specific expertise in the railway sector.
The Consultant must be able to provide professional services to perform studies, feasibility analyses, and carry out technical specifications and work monitoring, among other things.
The Consultant’s services will not necessarily be required on an ongoing basis during this period and the RTM’s requests will be made according to needs;
The Consultant must make available to the RTM a specialized workforce with the expertise required to assist the organization to carry out projects, tasks or technical interventions effectively (hereinafter referred to as projects). The level of expertise and the number of staff required may vary from project to project. For each one, the RTM must approve the personnel assigned by the Consultant;
As an example, and without limitation, the RTM may request that the Consultant:
1. Conduct feasibility studies or analyses for upgrades, standardization initiatives, repairs or modifications to railway rolling stock;
2. Write technical or performance specifications or help the RTM to develop such documents;
3. Validate the technical compliance of new parts, products, equipment or systems;
4. Assess project costs;
5. Participate in design reviews for railway rolling stock and provide recommendations and technical support;
6. Make recommendations on the validity of technical proposals made by other RTM suppliers;
7. Validate and issue recommendations on rail regulations or validate the compliance of rolling stock with railway regulations;
8. Recommend improvements to master maintenance plans, procedures and maintenance forms;
9. Validate and issue recommendations on quality assurance and safety plans;
10. Conduct or participate in risk analyses and the Analysis of Failure Modes and their Effects and Criticality (AMDEC in French):
11. Support the RTM in identifying future requirements for railway rolling stock.
