Description

The Real Estate Council of Ontario (RECO) is a not-for-profit corporation that is delegated the authority by the Ontario government to administer Real Estate and Business Brokers Act, 2002. RECO regulates the real estate profession, protecting the public interest through a fair, safe and informed marketplace.

RECO’s mission is excellence in the delivery of regulatory services that protect the public interest and enhance consumer confidence in the real estate profession.

Good governance has been a consistent focus as RECO has evolved since its inception in 1997. Several factors have contributed to the desire to undertake a third-party assessment of RECO governance structure, policies and practices:

New CEO in place following an 8-month vacancy;
RECO has recently invested in the development of a new Governance Manual;
Increased public scrutiny of regulatory organizations;
Desire to adopt leading practices;
Recognition that RECO’s role and the environment it operates within have changed significantly since its inception; and
Building and maintaining public trust.

Project goals and objectives
The purpose of the governance review project is for the Contractor to review and analyze RECO’s current governance model and structure, conduct research, and make and present recommendations to RECO for potential changes to its governance in both the short and long term that will support RECO’s goals, objectives, strategic planning and its role in protecting the public interest.
This RFP is to lead to the selection of a Contractor and the formation of an Agreement for the governance review services. The review is expected to launch no later than May 2018 and will be completed within the mutually agreed timelines.
