Peer Review Services - for Prince Edward County Memorial Hospital (PECMH) Project

RFP Objectives include, but are not limted to;

1. To identify the constructability issues associated with the Project, that are inherent due to the scope, nature, location and all other existing conditions. Consequently, identify potential approaches and strategies that can inform the current Design and Specification package requirements for improved success in the delivery of the project. 

2.To provide recommendations on the constructability issues, as they specifically relate to Build-Finance and/or Alternative Finance and Procurement (AFP) method of project delivery. The specific circumstances associated with the project delivery method needs to be considered in developing such recommendations, including but not limited to the fact that the design is complete with prescriptive requirements with multiple phases. 

3. To identify elements of the design and specifications that increase the risk of cost premiums and/or schedule delays resulting from post-contract award changes, claims, delays and unforeseeable disruptions to the Sponsors existing operations.

4. To recommended strategies to mitigate the identified risk elements and to work with the Sponsor, Prime Consultant and their sub-consultants on how to implement such strategies in the contract documents.
