Description

PSHSA is currently soliciting proposals from qualified cellular service providers and their authorized dealers to enter into a service contract with the intent to lower rate plan costs and potentially replace all current hardware including cellular smart phones and Internet turbo stick devices. Service requirements shall focus on data, and voice communications, access to the 5G network and include devices such as smart phones and Turbo Sticks.

3.1 CURRENT STATE
The information below is a summary of the current state of corporate device inventories, wireless usage, and current providers for our organization. It is intended to provide enough relevant information to assist in the development of this proposal.

3.2 SUMMARY OF DELIVERBALES
3.2.1 Account/Service Requirements
Public Services Health & Safety Association requires a single point of contact whose primary role is to ensure the accounts are maintained at an above average level of customer service.  

Vendor agrees to provide a dedicated account representative who will act as the single point of contact responsible for fielding all account related inquiries or issues.  
Vendor agrees the dedicated account representative will act as the liaison between PSHSA and the Service Provider.

Vendor will be responsible for:

Coordinating all orders for cellular service and hardware 
Coordinating all invoicing/summary billing inquiries 
Coordinating responses to all concerns related to service or hardware

Vendor must be capable of providing on-line access to accounts

On-line access must be able to meet the following requirements:

On-line access to individual mobile accounts and monthly usage reports 
Ability to print off monthly invoice when required 
Password reset capabilities 
Individualized login capabilities for multiple users

Vendor must be able to activate our current Mobile device on their network if desired at no charge to PSHSA.  
PSHSA will require pricing for 60 new smart phone devices (iPhone/Samsung).  
PSHSA will require pricing for 1 internet Turbo Stick. 
Vendor will provide early access to new devices for testing. 
Vendor agrees to provide the following accessories at no cost with each voice and data plan:

Device charger, USB Cable, SIM Card, Headphone, and vehicle power adapter.

Provide costs for hardware repair and protection plans 
Vendor will not charge for cost associated with maintaining the same phone number for the fleet when transitioning the phones from one service provider to another. 
Vendor must be able to provide full coverage for the points on the map below and access to 5G network where possible.

3.2.2 Service Plan Requirements
Vendor to provide costs for several rate plans (basic voice, enhanced voice that would include national and long-distance charges).  
Preference will be given to vendors providing lowest cost offering unlimited talk, text, picture, video messages and data plans for all of Ontario including access to 5G where possible. 
Plans should also include: 

Per second billing  
Message Centre 
Call Display 
Call Waiting

Call Forwarding 
Conference Calling 
911 Emergency Service Fee

 
 
Vendor to provide costs for the following, if not included in base plan: 

Canadian long-distance rates 
US long distance rates 
Minute overage rates 
Data roaming rates

Voice Roaming Rates

Vendor to provide a detailed list including descriptions and prices of any add-on features or bundles or Corporate Shared Data plans that corporate user may require in order to meet their individual or business needs.  

3.2.3 Hardware Upgrade Terms, Credits and Fees
Vendor agrees to 2 years hardware upgrade term on all upgrades for all devices. 
Vendor agrees to waive fees for the processing of hardware upgrades.  
Vendor agrees to provide hardware accessories bundled with each hardware upgrade. 
Vendor to provide hardware credits at point of purchase on all new activations and hardware upgrades on devices.   
Vendor agrees that PSHSA has the option to purchase new hardware or perform hardware upgrades as outright sales and thereby not affecting contract term expiry.  
Vendor agrees to waive System Access Fee. 
Vendor agrees to waive 911 fees. 
Vendor agrees to waive password reset fees. 
Vendor to provide options and costs associated with deactivating mobile devices on a temporary suspension. 
Vendor to clearly specify early contract cancellations costs based on the contract term. 
Vendor agrees to waive cellular number change fees. 
Vendor to provide all cell phone unlocked. 

3.2.4 Bill and Invoicing Requirements
Detailed billing must include complete listing of all calls, and airtime, data, long distance, and roaming charges incurred each month by individual user.
Availability to download monthly invoice in PDF, and CSV format within five business days of billing cycle end date.
Vendor to provide on-line billing and reporting capabilities

3.2.5 Fulfillment Requirements
Vendor must provide capability of online ordering via a dedicated customer web portal.
Vendor agrees to provide order confirmation via email to multiple email addresses.
Vendor agrees shipment notification will contain the following information:

Mobile #
IMEI/ENS
Device Username
PIN (BB)

Activation Date
Shipping Address
Tracking Number

Vendor agrees to provide ability to track orders on-line.
Vendor agrees all shipments will be sent prepaid and at no cost to PSHSA.
Vendor agrees to provide ability to place on-line hardware service requests with tracking capabilities.
Vendor agrees to provide separate billing for hardware purchases. Invoices will include along with charges the following:

Mobile #
IMEI/ESN
Device Username

PIN (BB)
Activation Date
Message Centre Password

3.2.6 Cancellation Charges associated with change from the current vendor
PSHSA may incur cancellation charges with a potential change in vendor due to the various account expiry dates and contracts currently in place.
List the amount of credit that will be provided for every device that will be switched over from the current vendor.
List the amount of the credit that will be provided for every turbo stick that will be switched over from the current vendor.
Provide detailed information on how the vendor will assist with migrating accounts to their network. In the response also specify if the vendor will provide a resource onsite to assist with the transition.
Device migration dates will depend on the incentive provided per device and the contract cancellation costs with the existing vendor for that device. PSHSA will make the final decision on the migration dates. This may result in not all devices being migrated over to the winning bidder at the same time.

3.2.7 Additional Considerations (Employee Purchase Plan)
