Across Woodstock Road from Old Government House in the west end of Fredericton is Wilmot Park, a treasured public park and green space. In 1860, William H. Odell offered 20 acres of his land to the City to develop as a park or pleasure ground. On August 6, 1860, the visiting Prince of Wales (later King Edward VII) officially opened the park, although it essentially remained an empty meadow and pasture until it was purchased from the Odell estate by Edward H. Wilmot in 1894. Wilmot carried out
various improvements to the park including constructing a bandstand, then he bequeathed it to the City in 1895 with a generous endowment for its care. Typical of Victorian dedications, the park was set aside as a facility for the use of all residents, for all time. In 2008 Wilmot Park received heritage designation and was added to the Fredericton register of local historic places; the statement of character-defining elements of the park includes the "bandstand with commemorative plaque".
In March 2017, Trace Planning and Design produced a Park Improvements Plan for Wilmot Park in which the bandstand played a minor role. The plan recommended relocating the bandstand and the current paths and create a "Victorian Allée" aligned with the entrance to Government House across the street. Construction of a new concrete foundation and relocation of the bandstand as shown on the site plan is part of the restoration plan.
There have been substantial repairs and alterations to the bandstand over the years, most recently in2003. It is not clear exactly what work was done in 2003, but over the years the complete floor structure, including the posts below the floor, joists, decking, and enclosing panels of lattice have been replaced. All eight main posts and all eight newel posts have been replaced. The benches are not original to the bandstand but it is not clear when they were added. The top rail of the balustrade
has been replaced as has much of the bottom rail, and there are approximately 23 replacement balusters and 45 original balusters. There is no intent to replace any balusters in the current project but several require substantial consolidation and filling. All of the woodwork above the top of the posts (brackets, beams, frieze, mouldings, soffit, and fascia) appears to be original with the exception of the finial on
the roof. All of the existing woodwork will be scraped, restored as necessary, and painted. The roofing was originally cedar shingles with the main body in square butts and two bands of fish-scale shingles. The hips did not have conventional hip caps of shingles or boards but had round wooden hip rolls. The intent is to restore the roof to its original materials and appearance.
A millwork review was carried out to assess and determine the condition of the woodwork and related items, including soffits, fascias, eaves, posts, balustrade, steps, flooring, trims and the like. The review investigated the condition of these elements and their supporting structures, attachments, etc., any areas of concern, and the following plan and specifications are the result of this investigation. In addition to the restoration of the existing fabric, it was decided that it would be
appropriate to make access to the bandstand barrier-free. The below-grade posts, the floor structure and decking, and all four existing sets of steps are relatively recent replacements and are not heritage fabric. The bandstand will now sit on a concrete foundation in the new location where it will be slightly closer to grade and wooden walkways will be installed at the north and south sides to make the access barrier free.
The steps to each of the side walkways will be reduced in height and the landscaping will blend the access with the existing lawns.
