Description

OVERVIEW:

WorkSafeBC utilizes two on premise software solutions from Veritas Technologies LLC (“ Veritas”), Enterprise Vault for Microsoft Exchange (“ EV”) and the Desktop Laptop Option (“ DLO”). WorkSafeBC is intending to continue to contract with Veritas for the annual renewal of the perpetual licenses for maintenance and support services for EV and DLO.

EV is currently used for the retention and storage of Exchange (Outlook) e-mails and data. Its function is to optimize storage and for information retention for e-mails in Microsoft Exchange. DLO is currently used for backing up of mobile devices used primarily by WorkSafeBC’s Prevention and Investigations department. EV and DLO are both critical for WorkSafeBC’s data retention and for prevention against data loss.

CONTRACT TERMS AND DETAILS:

The estimated value of the contract is approximately $63,000.
The anticipated contract term is for a maximum of 2 years. The support and maintenance licenses will be renewed on an annual basis and may be terminated earlier upon upgrading to Office 365.

INTENTION:

WorkSafeBC intends to award this contract to Veritas in lieu of issuing a competitive bidding process for the following reasons:

WorkSafeBC is currently in transition to O365 services, and intends to migrate services over the next 2 years for all Enterprise users.

Enterprise Vault (EV) is closely coupled with Microsoft Exchange infrastructure and due to our migration activates will not be able to change products as there would be significant reengineering of processes required during a Hybrid transition and migration to O365 Exchange on line.

Desktop Laptop Option (DLO) currently in use for Prevention and Investigation officers will also be migrating to OneDrive for business in O365 and as such there would be significant reengineering of processes required during a Hybrid transition and migration to O365 OneDrive for business.

A change in supplier cannot be made at this time based on requirements for interoperability with existing integrated products and for economic and technical reasons. Such a change would cause significant inconvenience and substantial cost.

Vendors who wish to object to this decision should provide a written objection outlining how they meet the criteria set out in the Overview and Intention sections to Vennsze Erlano, Senior Purchasing Officer, Purchasing Services by facsimile or by email, on or before 2:00 P.M. Pacific Time on March 23, 2020 ( the “Deadline” ). The written objection should provide specific reasons for objecting and demonstrate the ability to meet or exceed the criteria, skills, abilities, qualifications, requirements and/or experience, as applicable, listed in the Overview and Intention sections of this NOI, with the same level of expertise and value.

WorkSafeBC will review any written objections submitted by the Deadline to determine whether any vendors have provided sufficient evidence of an ability to meet the criteria, skills, abilities, qualifications, requirements, and/or experience, as applicable, listed in the Overview and Intention sections of this NOI.

The time and date of receipt of an objection will be conclusively determined by reference to WorkSafeBC’s email receipt time as recorded in WorkSafeBC’s information systems. WorkSafeBC will NOT accept any responsibility for failure to receive all or part of an objection by the Deadline or for the inability to read any objection for any reason including technical issues, file or data corruption, failure as a result of the Respondent’s email system or WorkSafeBC’s email system.
