PURPOSE:
The City of Moncton is seeking to engage the services of a licensed, qualified and experienced firm to provide on-site, uniformed, security personnel at the Moncton Coliseum Complex, as well as special events which are planned and / or partnered with the City that are held at an outdoor venue.
The security services required at the Moncton Coliseum Complex and outdoor venues shall include, but not be limited to:
- Overnight security and patrol;
- Search and seizure at entry points;
- Site roaming and equipment monitoring;
- Backstage and event security;
- Parking lot patrol; and
- Street closures and traffic control.
ELIGIBILITY OF PROPONENTS:
Proposals shall be considered from established firms / agencies who have been in the business of providing event security and related services for a minimum of five (5) years, are financially stable, can provide a minimum of three (3) clients for whom they provide similar services to that specified in the RFP, and have sufficient labour, equipment and resources to provide reliable, timely, and professional event security services to the City of Moncton in the manner and capacity required.
Proposals shall only be considered from agencies licensed to do business in the Province of New Brunswick under the Private Investigators and Security Services Act, and is operating said agency within the parameters of New Brunswick Regulation 84-103 under the Private Investigators and Security Services Act (O.C. 84-386).
PROPOSED CONTRACT TERM:
The initial term of the agreement shall be for a one (1) year period, commencing from the date of award. The City may exercise an option to renew the agreement for up to four (4) additional one (1) year periods, if it is in the City's best interest to do so.
ESTIMATED CONTRACT VALUE:
The estimated annual value of this agreement is approximately $95,000.00 per year (including H.S.T. @ 15%), which represents approximately 4,000 labour hours (regular hours and statutory holiday hours). The estimated annual contract value / labour hours are based on the amounts paid by the City for event security services during the 2019 calendar year, but should NOT be construed as representing a guaranteed contract value, or guaranteed amount of labour hours.
