ADVANCE CONTRACT AWARD NOTICE (ACAN)
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of Requirements
The department of Natural Resources Canada (NRCan) has a requirement to hire a Site Foreman & Night time security on Pikangikum First Nation.
This is a remote fly-in community, with no road access.
The Site Foreman will be responsible for the following tasks:
Coordinate the logistics for delivery of building materials and components
Organize/supervise work arrangements for internal resources, ie within the community
Organize/supervise work arrangements for external resources, ie from outside the community
Organize/supervise work arrangements for site security
Collaborate with the OPP and the Pikangikum health authority representative
Collaborate with the school principal and Pikangikum education authority
Work to build trust and engagement within the community at large
The night time security will be responsible for the following tasks:
Walking the site from 7 pm to 7 am, generally as directed by the site foreman
Coordinate with OPP and or site foreman to deal with any emergencies
3. Criteria for Assessment of the Statement of Capabilities
Site Foreman:
1) Minimum 5 years experience working to build housing in remote fly in communities in northern Ontario.
2) Experience within the last 5 years with innovative building construction techniques involving structural insulated panels (SIP).
3) Demonstrated ability to call in trades as and when needed from Red Lake and surrounding areas
4) Recent experience
(within the last 18 months ) working in Pikangikum First Nation with the trust and support of the community and the OPP.
5) Experience delivering hands on training and employing local labour on First Nation reserves
6) Logistical resources to plan and deliver building materials by barge, ice road or air transport
7) Minimum 5 years experience supervising site preparation activities including clearing, fill placement and concrete foundations/footings
8) Experience assembling pre-engineered steel buildings and scaffolding systems
9) Able to manage a safe work site on a remote First Nation
10) Ability to review and work with engineering drawings, specifications and bills of material
11) Ability to organize, secure and document construction materials and equipment on site
12) Ability to approve work done by others on site including sign off on invoices
13) An action orientation towards decision making in order to make best use of available resources
Site security
1) Ability to work 12 hours night shifts outdoors through the winter
2) Ability to work with site supervisor and OPP to ensure site safety without confrontation
3) Ability to seek medical attention for community members discovered in need
4) Resident in good standing in Pikangikum First Nation
5) Maintains an active WE account at northern store for payment of services
6) Willing to advise site supervisor regarding site improvements and community relations
Any interested supplier must demonstrate by way of a statement of capabilities that its knowledge of Pikangikum First Nation meets the following requirements:
This vendor that has been selected by the First Nations community.
Knowledge of the community.
Ability to use aircraft services on a short term turnaround.

5. Justification for the Pre-Identified Supplier
The supplier mentioned in section 10 below is the only known supplier that meets the mandatory criteria set out in section 3 above.
Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders
6. Exception to the Government Contracts Regulations
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) – “only one person is capable of performing the work).
The identified provider, Wilderness Woodbutcher’s Inc . , is the only one able to meet all of the criteria identified in paragraph 3 above.
7. Exclusions and/or Limited Tendering Reasons

December 16, 2019 to February 3, 2020.
9. Estimated Cost
The estimated maximum value of the contract is $43,440.00 CAD inclusive.

11. Suppliers’ right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, preferably by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.
12. Closing Date
The closing date for a submission of a Statement of Capabilities is December 13, 2019.
