The City of Calgary (The City) on behalf of the Calgary Police Service (CPS) is seeking a creative services agency who can develop an advertising campaign that shows potential applicants that they were meant for a career in policing.
CPS has developed an overarching concept for the campaign, but it requires a “boots on the ground” approach to a comprehensive review, development of advertising tactics, launch plan, follow up audit and results reporting. The campaign should appeal to diverse audiences such as women, visible minorities, gender and sexually diverse, and indigenous peoples.
The campaign is required to allow for scalability and revisions as requirements grow and change and the Consultant may be required to provide similar services in additional phases. The initial phase of the project is the campaign development and launch as described in this RFP. Subsequent phases may be required to revise the campaign, redirect media avenues or change the focus groups based on the campaign results.

If indicated in the Information Table and agreed to by the parties, the Agreement may include a number of project Phases. In such case, unless expressly stated in the Agreement Letter, the initial award under this RFP will be for all Phases of the Requirements, subject to approval by The City after each Phase. After completion of the first or any subsequent Phase, The City and Consultant will collaboratively negotiate the scope and expected timelines for that subsequent Phase, and document the same in a supplemental Scope and Fee Schedule.

This procurement process is not intended to create, and, will not create, a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations.
