The City of St. Albert is requesting proposals from qualified, licensed and professional consulting firms to provide engineering services for the design and construction management of traffic calming measures at the Ronald Harvey school site, located on Langley Avenue, as well as additional crossing improvements at various other sites.
The overall project is broken into two (2) programs for delivery:
1) Program 1: Detailed Design Curb Extensions and Sycamore Avenue Sidewalk Connection
The successful proponent will be responsible for completion of site specific assessments, survey, identification and mitigation of drainage conflicts, concept and detailed design development of pedestrian curb extensions in five (5) locations and a new sidewalk connection.
The focus of Program 1 is the integration of traffic calming measures, specifically pedestrian curb extensions within school zones or along school travel routes, and an improvement of sidewalk connectivity at a school site. A wide range of traffic calming measures may be used alone or in combination in school zones to address vehicle/pedestrian interactions, vehicular speeds and/or volumes.
• The design of the pedestrian curb extensions shall consider how they will impact pedestrians and bicyclist, turning movement accommodation, emergency and transit vehicles, neighbourhood access, drainage, and snow removal / maintenance of sites, where appropriate.
• The design of the sidewalk connection shall consider minimum space requirements, right of way constraints, protection or action for existing infrastructure or landscaping, drainage, tie-in to existing active infrastructure, and pedestrian accommodation of crossings.
Locations for 2019 design are:
1. Salisbury Avenue at Sycamore Avenue pedestrian curb extension
2. Sycamore Avenue, in front of school site, sidewalk
3. #29 Laydon Drive
4. #15 Laydon Drive
5. Lancaster Crescent @ #47 Laydon Drive
Please note: In addition to the curb extension design at Salisbury Ave and Sycamore design of sidewalk in front of Leo Nickerson School is included.
2) Program 2: Ronald Harvey School Zone Improvements (Langley Avenue)
In 2014, the Engineering Department, through the Safe Journeys to School project, completed a comprehensive review of various activities, infrastructure and measures to address an overall community approach to enhance school route safety. TranSafe Consulting Ltd. was selected as the managing consultant for the initiative, in conjunction with Stantec Consulting Ltd. and DC Dean Associates Inc.
One of the enhancement opportunities identified in the St. Albert Safe Journey to School Plan, was for Ronald Harvey School, located at #15 Langley Avenue. The review performed of the school site identified a variety of traffic safety specific issues such as:
• Student pick up and drop off at dangerous locations along Langley Avenue;
• Lack of pedestrian connection from crosswalk through bus bay;
• Lack of curb-side sidewalk on west side of Langley Avenue from Lester Crescent to Larkspur Crescent;
• Low visibility on SW corner of Langley Avenue and Larkspur Crescent due to existing landscaping;
• U- turns occurring in the school parking lot.
The St. Albert Safe Journey to School Plan provided recommendations of enhancements to mitigate the identified issues. This project is intended to address the high congestion periods of student pick-up and drop off, through the redesign of the boulevard that currently reduces available street use for parking and
maneuverability in the area. Additionally, this project will look at improving pedestrian accommodation through the design and potential construction of curb extensions, monolithic sidewalk connections, raised crosswalks,
Final deliverables of design work in the area and improvements made will target, but
not be limited to:
• Traffic calming through curb extension / raised crosswalk design at three (3) locations on Langley Avenue, inclusive of appropriate pararamps
o Langley Avenue at Lester Crescent
o Langley Avenue at Larkspur Crescent
o Langley Avenue at Larose Drive
• Monolithic sidewalk on the west side of Langley Avenue between Lester Crescent and Larkspur Crescent;
• Boulevard redesign of west side of Langley Avenue between Lester Crescent and Larkspur Crescent to accommodate traffic movement with designated passenger vehicle pick-up and drop off locations;
o Work shall be inclusive of evaluation of trees for removal / relocation and shall consider associated landscaping
• Potential for a raised crosswalk across bus bay and across Langley Avenue
to Lester Crescent;
Note – all design shall consider and address mitigation of drainage / utility conflicts and landscaping conflicts.
Full scope of services anticipated for delivery of Programs 1 and 2 are identified within Section 2, of the Request for Proposals. The successful consultant will be responsible for provision of engineering and design work, along with construction project management and inspection services during and post-construction.
