Alberta First Responders Radio Communication System (AFRRCS) is a province wide radio communication system available for use by all First Responder agencies within Alberta. First Responder Agencies from across Alberta are presently migrating to AFRRCS as a replacement for their existing VHF, analogue, voice only PACS system and MDMRS systems.
AFRRCS is based on 700MHZ Spectrum; Harris Canada Systems Inc. based P25 radio system, digital trunked, voice and data radio network to be shared and interoperable with First Responder Agencies across Alberta. The system is comprised of 333 remote radio sites distributed across Alberta and tied together with a combination of GoA owned microwave data links, leased data services and leased satellite services. AFRRCS client base comprises of over 100 First Responder agencies which include over twenty-five thousand (25,000) network subscribers.
AFRRCS network operations are staffed and managed from the St. Albert Provincial Building at 30 Sir Winston Churchill Avenue in St. Albert, Alberta. AFRRCS network is organized into two (2) high availability redundant network cores with backhaul circuits currently provided by Telus and Axia/Bell. One (1) core is located in a secure facility in Edmonton and one (1) core is located in a secure facility in Calgary.
In addition to the circuits and services noted above, AFRRCS Subscriber Agencies require secure, high quality connectivity to AFRRCS for their console and dispatch operations. Due to AFRRCS network architecture, Subscriber Agencies are currently required to acquire services from Telus or Axia/Bell to connect with AFRRCS.
This RFI is intended to determine whether adding additional providers to the AFRRCS network is possible from a supplier perspective and attractive from a cost perspective.

Information Required:
a. Capital cost to deliver fiber optic based private, secure service to each location shown above.
b. Time (calendar days) to delivery from receipt of GoA purchase order for service to each location shown above.
c. Monthly recurring fee for full duplex service to each individual location shown above at 10Mbps; 100Mbps and 1000Mbps based upon committed terms of twenty-four (24); thirty-six (36); forty-eight (48) and sixty (60) months.
d. Early termination privileges and penalties for one (1) or multiple sites during the term of any ensuing agreement.
