This is a request for proposals to provide EEA with in-field Trade Ally Outreach Officers located in regional hubs across Alberta. The objectives of the outreach work are to proactively recruit, engage, support, and strengthen relationships with trade allies (i.e. the product and service providers engaged in projects that are supported by EEA’s programs). EEA’s trade ally program will be known as the Efficiency Professionals (E Pro) Network.
It is the intent of the trade ally program to have five (5) Outreach Officers in place (based) in each of the five priority regions identified in Table 1 below as a minimum. Respondents may respond to one, multiple, or all locations. Preference will be given to those who propose to cover the outreach requirements in all locations.
The Trade Ally Outreach Officer positions will include but are not necessarily limited to the following roles and responsibilities:
1. Attend orientation and training as required to be fully briefed on EEA’s program details as well as marketing and communication expectations in representing EEA.
2. Recruit new product and service providers to EEA’s trade ally program, the Efficiency Professionals (E Pro) Network, and support the onboarding process and application processing.
3. Educate customers and other stakeholders about the E Pro Network.
4. Engage and maintain relationships with E Pro members and stakeholders, individually and in group settings.
5. Answer questions about EEA’s programs (residential, commercial and industrial) and coordinate with EEA’s program implementing partners, including referring complex questions related to program details to the implementing partners.
6. Support quality assurance/quality control project reviews as required.
7. Support issues resolution regarding program participation (issues management procedures to be provided and supported by the Associate Director, Trade Allies).
8. Provide outreach and assistance to potential and participating E Pro Network members in a timely and consistent manner (service expectations defined in Section 3.2 Performance Expectations).
9. Attend and provide program trainings and coordinate access to technical training courses available in the market.
10. Attend events representing EEA and the E Pro Network.
11. Support the planning, implementation and coordination of outreach opportunities, events, plans and strategies.
12. Report back to EEA on a weekly basis and as required to provide updates and raise EEA’s awareness of emerging issues related to energy efficiency and renewable energy in the province.
The selected Trade Ally Outreach Officers will also demonstrate a combination of technical knowledge and sales skills including the ability to provide advice and support on energy efficiency and renewable energy technologies and equipment as well as the ability to achieve measurable goals in recruitment, engagement and participation. These positions will require the use of personal transportation to visit E Pro Network members in the field; EEA will not provide transportation.
