The property assessment function is a critical, legislated, and highly technical function at The City of Red Deer. The retirement of the City of Red Deer’s long time City Assessor has left a gap in the City’s senior leadership of the assessment function. Additional vacancies in key assessment positions as well as other challenges have contributed to widening the gap. The City requires the immediate support of a Consultant for the provision and/or support of duties related to the assessment function. This will enable reduction of operational risk during the continued recruitment efforts to secure permanent assessment positions.

The City has used Transitional Solutions Inc. for delivery of a strategic plan for assessment services as well as to function as Acting City Assessor during a prolonged staffing vacancy in this key managerial role. As a result of the above work, Transitional Solutions Inc. has significant knowledge of City operations and the operating framework for assessment services that is currently in transition.

The City intends to use Transitional Solutions Inc. for the delivery of the technical expertise including expert legislative and systems advice, project management, facilitation of implementation of the strategic plan, and to provide technical assessment expertise and staff training.
