19TDRMFD800 - Wildfire Prevention Security Services – Fort McMurray Forest Area

Security services are required to control access to, and preserve the integrity of, wildfire investigation sites. Similar services may also be required for other tasks related to wildfire prevention, such as setting up and operating checkpoints or roadblocks related to Forest Area Closures, and fire bans.

Wildfire investigation sites may be located in remote areas, and may only be accessible via unmaintained roads. Services may be required on 24-hour basis for multiple consecutive days. The Contractor will be responsible for determining the shift schedules for their staff, and must be able to rotate security guards without leaving an investigation site unattended for any period. Food, water, fuel, washroom facilities, accommodations and other amenities will not be provided by the Province. The Contractor will be responsible for arranging accommodations and meals for its staff, which will be expensed back to the Province. The Contractor shall be paid one hourly rate, based on the level of service provided (i.e. providing a single guard, or setting up and maintaining a road block). There will be no overtime rate paid.

The Contractor will provide security staff that are trained, at the Contractors expense, and competent to deliver the Services at wildfires and incidents throughout the Fort McMurray Forest Area. The Contractor will also be responsible to provide 4x4 vehicles, personal protective equipment needed for their occupation, and uniforms.

The Contractor must provide a 24-hour phone number for the term of the contract in which the province can request security services and will be required to accept or decline the service request in 15 minutes or less.
