OVERVIEW - SCOPE OF WORK:
Creating a safe, secure and inviting environment for all guests and employees of the Moncton Coliseum Complex and the City's outdoor event venues is a high priority. It is important to take all measures necessary to create an environment where guests and event goers can enjoy the many trade shows, hockey games, basketball games, exhibitions, concert events, festivals, community events, and special performances held at the Moncton Coliseum Complex and various outdoor venues throughout the year.
The City of Moncton is seeking to engage the services of a highly experienced, licensed and qualified security firm to provide on-site, uniformed, security personnel for the Moncton Coliseum Complex, and any special events which are planned and / or partnered with the City that are held at an outdoor venue.
The Moncton Downtown Centre (opening September 2018) and the Magnetic Hill Concert Site are NOT included within the scope of this agreement.
The security services required at the Moncton Coliseum Complex and outdoor venues shall include, but not be limited to:
- Overnight security and patrol;
- Search and seizure at entry points;
- Site roaming and equipment monitoring;
- Backstage and event security;
- Parking lot patrol; and
- Traffic control.
The successful Proponent will be required to work with the City's event management personnel to develop deployment plans specific for each event. Deployment plans are typically completed one (1) month in advance of an event. The successful Proponent shall ALSO be responsible for identifying and developing post procedures.
ELIGIBILITY REQUIREMENTS:
Proposals shall be considered from established firms / agencies who have been in the business of providing event security and related services for a minimum of five (5) years, are financially stable, can provide a minimum of five (5) clients for whom they provide similar services to that specified in the RFP, and have sufficient labour, equipment and resources to provide reliable, timely, and professional event security services to the City of Moncton in the manner and capacity required.
Proposals shall only be considered from agencies licensed to do business in the Province of New Brunswick under the Private Investigators and Security Services Act, and is operating said agency within the parameters of New Brunswick Regulation 84-103 under the Private Investigators and Security Services Act (O.C. 84-386).
PROPOSED CONTRACT TERM:
The initial term of the agreement shall be for a one (1) year period, commencing from the date of award. The City may exercise an option to renew the agreement for up to four (4) additional one (1) year periods, if it is in the City's best interest to do so.
Pricing shall remain firm for the first year of the agreement (Year One (1)), and a maximum percent price increase shown for all optional contract periods, being Year Two (2), Year Three (3), Year Four (4), and Year Five (5).
