Description of Work :
The Consular, Security and Legal Branch (CFM) at Global Affairs Canada (GAC) is responsible for the provisioning of consular services to Canadian citizens travelling or living abroad. The services provided vary in response to the nature of the event, or request, and range from the issuance of replacement passports to assistance in the event of personal or large-scale emergencies. Specifically, the Branch delivers passport and citizenships services abroad on behalf of Immigration, Refugees and Citizenship Canada (IRCC).
The Branch completed a Consular and Emergency Management (EM) IM/IT Strategy in 2016, which recommended a series of modernization initiatives. A key initiative is the renewal of the consular case, crisis and registration system (COSMOS) which was introduced to GAC in 1995. The system supports consular case management, registration of Canadians abroad, crisis management of affected persons and the capture of operational metrics among other capabilities.
The modernized case, contact and emergency management system (CCEM) planned for 2021 will provide the program with much needed modern capabilities not present in the legacy system and should help improve service delivery and the availability and reliability of data to support Program management, including performance management and resource allocation. Specifically, it will support the following consular functions:
Specialized services (i.e. notarial services)
Consular cases
Emergency management
The CCEM will bring some important changes to the way that consular employees do their day-to-day work. Maybe the most significant change will be that CCEM will no longer be used to process passport applications. In this regard, IRCC is also proceeding with the development and implementation of a new passport case management system for abroad and this initiative is part of the change management approach that is required by GAC.

The PIA Specialist is required to implement the mitigation measures to ensure privacy compliance resulting from the PIA completed in 2018/19 in the context of the CCEM system
