Advance Contract Award Notice (ACAN):
- An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirement:
The National Research Council wishes to award a Standing Offer to Segers Aero Corporation to support our CV440 modified /turbine powered aircraft, specifically the D13 reduction gearbox. The NRC is a scientific organization that operates experimental aircrafts and provides a number of scientific and technical services to Government Departments within Canada, US Government, EASA, FAA, Universities, private aviation companies and flight schools. The NRC requires a company to satisfy on-going inspections and repairs from a certified Rolls Royce repair facility.
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Suppliers who consider themselves fully qualified and available to provide the services/goods described must provide evidence of the following. Failure to provide the necessary documentation will not be considered.
- Must be a certified Rolls Royce T56-501D Authorized Maintenance Center and has met the qualifications to perform maintenance, repair and overhaul on T56-501D aircraft engines. Must produce a valid certificate from Rolls Royce
- Must provide a list of employees that are certified Rolls Royce T56-501D technicians. Must include the technicians name, title, and certificate numbers
- Must agree to the Government of Canada’s Standard terms and Conditions.
- Must provide two references within the last three years. References must be from clients that have T56-501D engines. Must provide, name, phone number and email address.
- Must have a minimum of 10 years’ experience working with RR/Reduction Gearbox Engines.

Justification for the Pre-Identified Supplier
Segers is a unique company operating in the aviation industry on a global basis specializing in the repair and overhaul of the T56/501 legacy engine. Segers has 30 years’ experience in working with Rolls-Royce D13 reduction gearbox engines and is a certified Rolls-Royce Authorized Maintenance Center (AMC) and will only use OEM parts. The NRC’s D13/501reduction gearbox is a legacy engine and is no longer supported by the OEM (RR). The NRC wishes to award a standing offer to an RR/AMC to support ongoing requirements.
Government Contracts Regulations Exception(s)
- Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract for technical reasons.
Exclusions and/or Limited Tendering Reasons:
- where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists;
Ownership of Intellectual Property
There is no IP involved with the contract.Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
Period of the proposed contract or delivery date:
One Year Standing Offer Contract with two optional one year periods. The renewal periods are subject to the sole discretion of the National Research Council Canada. The contract may be subject to negotiation with the supplier for additional and like services such as overhaul/ inspections for engines, Hamilton Sundstrand propellers, and other related engine repairs and inspections.

($300K - $450K per year/plus optional periods)

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
