Strategic Communication Support Services

The Department of Crown-Indigenous Relations and Northern Affairs Canada’s (CIRNAC’s) Northern Contaminated Sites Program (NCSP) is committed to the cleanup of contaminated sites in Canada’s Northern territories (Northwest Territories, Nunavut, and the Yukon). Cleanup activities are focused on abandoned mine and exploration sites and former military and DEW-line sites. Site remediation will take place over several years, with active cleanup and on-going monitoring occurring over this time period.

Public Works and Government Services (PWGSC) on behalf of CIRNAC has a requirement for Strategic Communications Support services to assist with various activities related to these contaminated sites, mainly the Giant Mine Remediation Project as per Annex A Statement of Work on an if and when requested basis, from date of Contract award (approximately January 1, 2019) to March 31, 2020 with five one-year option periods.

The requirement may be subject to the following Comprehensive Land Claims Agreements; 1) Nunavik Inuit Land Claims Agreement, Article 13 – Government of Canada Employment and Contracts; 2) Inuvialuit Final Agreement (1984), Article 16 - Economic Measures; 3) Sahtu Dene and Metis Comprehensive Land Claim Agreement, Chapter 12 – Economic Measures 4) Tlicho Land Claims and Self-Government Agreement, Chapter 26 – Economic Measures; 5) Nunavut Land Claim Agreement (1992), Article 24 - Government Contracts; 6) Gwich’in Comprehensive Land Claim Agreement, Article 10 – Economic Measures; 7) Eeyou Marine Region Land Claims Agreement, Chapter 21- Government Employment and Contracts. 8) Yukon Umbrella Final Agreement – Council for Yukon Indians, Chapter 22 – Economic Development Measures; a) First Nation of Nacho Nyak Dun Final Agreement (1995); b) Champagne and Aishihik First Nations Final Agreement (1995); c) Teslin Tlingit Council Final Agreement (1995); d) Vuntut Gwitchin First Nation Final Agreement (1995); e) Selkirk First Nation Final Agreement (1997); f) Little Salmon/Carmacks First Nation Final Agreement (1997); g) Tr’ondëk Hwëch’in Final Agreement (1998); h) Ta’an Kwach’an Council Final Agreement (2002); i) Kluane First Nation Final Agreement (2004); j) Kwanlin Dun First Nation Final Agreement (2004); k) Carcross/Tagish First Nation Final Agreement (2005). A contract will be issued for services required in various areas including the Northwest Territories, Nunavut and Yukon that include Comprehensive Land Claim Agreements (CLCA).

Socio-economic provisions are included under this Contract and validated in the Task Authorizations but it is not mandatory for bidders to identify CLCA socio-economic benefits provisions to qualify for a this contract. Refer to the Aboriginal Opportunities Considerations (AOC) / Inuit Benefits Plan (IBP) as outlined within the Submission Requirements and Evaluation section of this RFP.

Bidders are requested to maximize Indigenous / Inuit employment, subcontracting and on-the-job training opportunities, and involve local, regional and Inuit businesses, in carrying out the work under the resulting task authorizations.

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).

This bid solicitation is to establish a contract with task authorizations (TA) for the delivery of the requirement detailed in the bid solicitation, to the Identified Users across Canada, including areas subject to Comprehensive Land Claims Agreements.

This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.
