1. INTRODUCTION
Dans un effort de modernisation de sa solution de recrutement actuelle, la Commission de la fonction publique (CFP), au nom du gouvernement du Canada (GC), procède à un exercice de découverte visant à informer une solution du GC qui répondra aux besoins de recrutement des Canadiens, des gestionnaires en recrutement et des professionnels en ressources humaines d’aujourd’hui et de demain. Cette initiative interactive appelée Transformation Emplois GC, vise à établir une solution de recrutement pour le GC qui se veut moderne, accessible et axée sur l’utilisateur.
2. OBJECTIF DE CETTE DEMANDE DE RENSEIGNEMENTS
Cette Demande de renseignements (DR) vise à explorer les solutions de recrutement au sein du secteur privé existant à l’heure actuelle. Cette DR donne l’occasion aux compagnies de l’industrie du recrutement de démontrer comment fonctionne leurs solutions. Cela fournira aussi à la CFP d’importants renseignements sur les nouvelles tendances en matière de recrutement et sur les éventuels défis auxquels la CFP pourrait être confrontés, pour lesquels les répondants sont d’ailleurs encouragés à fournir de l’information préliminaire.
L’information recueillie dans le cadre de cette DR servira durant les tests et peaufinera les exigences des futures itérations d’Emploi GC. La CFP s’attend à ce que l’initiative de Transformation Emploi GC puisse ultimement requérir une ou plusieurs Demandes de propositions (DP). Misant sur une approche agile, la méthode d’approvisionnement finale sera peaufinée, partant des réponses à cette DR de même que d’autres facteurs internes.
Première note importante : Cette DR est distincte de la demande de renseignements de RH et de la paye de la prochaine génération et de ces objectifs. Elle vise uniquement à respecter le mandat de recrutement de la CFP. Cependant, toutes informations ou opportunités identifiées dans cette DR seront partagées et discutées avec les partenaires clés, incluant l’initiative de RH et de paye de la prochaine génération.
Deuxième note importante : Il ne s’agit pas d’une demande de soumissions. Cette DR n'entraînera aucune attribution de contrat. Elle ne doit, en aucun cas, être considérée comme un engagement du GC ou une autorisation permettant à d’éventuels répondants d’entreprendre tout travail que ce soit pouvant être facturé au Canada. Cette DR n’entraînera pas non plus la création d’une liste de fournisseurs. Les fournisseurs éventuels ne seront pas exclus de participer à une demande d’approvisionnement future s’ils décident de ne pas répondre à cette DR.
3. CONTEXTE
La CFP est un organisme fédéral qui cherche à promouvoir et à maintenir une fonction publique non partisane, fondée sur le mérite et représentative qui est au service de tous les Canadiens.
L’un des principaux rôles de la CFP consiste à faciliter le recrutement de Canadiens talentueux, provenant de tous les coins du pays, au nom des ministères et organismes.
Le Système de recrutement de la fonction publique (SRFP) est le principal outil avec lequel la CFP gère la dotation et les activités connexes en vertu de la
Loi sur l’emploi dans la fonction publique
(LEFP) ce qui donne le mandat à la CFP de nommer ou de faire nommer à la fonction publique des personnes appartenant ou non à celle-ci. La CFP utilise les données recueillies dans le SRFP pour s'acquitter de ses obligations en matière de rapports au Parlement, notamment recueillir et analyser l’information sur l’effectif de la fonction publique conformément au
Règlement sur l’équité en matière d’emploi . Le SRFP a été conçu il y a de cela vingt ans pour soutenir le recrutement à l’externe. À la suite d’un décret émis en 4
juin 2011, la CFP a reçu le mandat d’administrer le SRFP pour la dotation interne en plus de la dotation externe.
La CFP s’efforce continuellement de renouveler ses services de recrutement de manière à fournir aux Canadiens et au GC une solution de recrutement souple, innovatrice, inclusive et axée sur l’utilisateur qui attire les talents et qui répond aux besoins des chercheurs d’emploi, des gestionnaires d’embauche et des professionnels des ressources humaines. La vision de la CFP est de
bâtir aujourd’hui la fonction publique de demain .
En 2016, selon l’initiative de Nouvelle orientation en dotation (NOD), la CFP a publié une nouvelle version de la Politique de nomination et du cadre de surveillance tous deux élaborés, dans l’esprit de la LEFP, pour simplifier la dotation dans l’ensemble de la fonction publique. La NOD donnait aux ministères et aux organismes plus de latitude pour ajuster sur mesure leurs approches en dotation, compte tenu de leurs réalités quotidiennes. Ceci établissait un nouveau fondement pour modifier fondamentalement les pratiques et comportements actuels en matière de dotation pour garantir que les ministères et les organismes soient en mesure d’attirer rapidement des personnes talentueuses avec des compétences modernes (autres détails à l’Annexe 1).
La CFP, comme détentrice de la solution en dotation présente et future, est responsable de l’aspect recrutement d’une solution de bout en bout en matière de RH et de paye et travaille en partenariat avec le Secrétariat du Conseil du Trésor du Canada (SCT) qui est lui responsable de l’initiative de RH et de paye de la prochaine génération. Le GC s’assurera que les processus soient harmonisés et qu’il y est une compatibilité entre les systèmes avec le but commun d’une seule solution intégrée qui priorise les utilisateurs. Puisque la solution de recrutement fait partie de continuum de RH global et que les systèmes actuels et futurs doivent fonctionner ensemble, la CFP travaillera en partenariat avec l’initiative de RH et de paye de la prochaine génération pour harmoniser les efforts.
La CFP s’assurera aussi que les normes numériques du SCT pour le GC Gouvernement numérique soient incorporées et préservées dans tous les travaux de modernisation d’Emplois GC. La solution mettra nos clients au premier plan, permettra de gérer de manière efficace et sécuritaire les renseignements et données des Canadiens et du gouvernement tout en s’assurant de normes et de technologies accessibles.
4. NOUS VOULONS ENTENDRE PARLER DE VOUS – VOICI COMMENT RÉPONDRE À CETTE DR
S’appuyant sur des travaux fondamentaux comme la NOD (incluant les tests axés sur l’utilisateur), et en harmonisation avec l’initiative de RH et de paye de la prochaine génération, le Gouvernement numérique et autres initiatives innovatrices, la CFP a l’occasion de tirer parti de la nouvelle technologie numérique pour transformer sa façon d’attirer et de recruter les talents grâce à une solution de recrutement inclusive, intuitive et accessible.
Une étape essentielle à la réalisation de cette vision consiste à mettre en place une solution de recrutement du GC actualisée qui potentiellement prendra fondation sur des solutions mises au point dans le secteur privé. Dans le cadre de séances individuelles, la CFP donne l’occasion aux fournisseurs DE NOUS PARLER de leurs solutions et DE NOUS MONTRER par une démonstration concrète en quoi celles-ci pourraient répondre aux besoins et à la vision de la CFP.

Afin d’aider votre entreprise à se préparer, vous trouverez, à l’Annexe 3, une liste de questions pour lesquelles l’équipe de projet souhaiterait obtenir des réponses et, à l’Annexe 4, une liste des exigences d’affaires et des exigences non fonctionnelles obligatoires et souhaitables.
5. DEMANDES DE RENSEIGNEMENTS
Toute demande de renseignements et autres communications ayant trait à cette DR et à des activités de mobilisation d’entreprise connexes doivent être acheminées exclusivement à l’autorité contractante de la CFP. Les demandes de renseignements doivent être parvenues au moins quatre (4) jours avant la date de clôture de la DR pour donner suffisamment de temps pour y répondre. Il se peut que nous ne soyons pas en mesure de répondre aux demandes de renseignements reçues après cette période. 6. WEBINAIRE DE LA CFP
La CFP organisera un webinaire via Webex pour donner l’occasion aux fournisseurs de poser anonymement leurs questions. Les détails seront fournis lors d’une mise à jour sur cette DR.
7. COÛT DES RÉPONSES
La CFP ne remboursera pas le Répondant (organisation) pour toute dépense engagée pour répondre à cette DR, y compris, mais sans s’y limiter, les dépenses encourues pour participer aux activités de de mobilisation additionnelles. Cette DR n’oblige ni la CFP ni le Gouvernement du Canada à payer tout coût, de quelque type que ce soit, pouvant être engagé par un répondant ou un tiers en lien avec la réponse.
8. CONTENU DE LA DR
Les renseignements fournis dans cette DR ne sont pas définitifs et de nouvelles exigences ou informations détaillées se rajouteront à toute demande de soumission ultimement publiée par le Canada (CFP). Certaines exigences ou informations pourraient aussi être éliminées ou révisées. Les commentaires relatifs à tout aspect des documents provisoires seront bien accueillis. Cette DR comprend aussi des questions spécifiques à l’intention de l’industrie.
