Description of the requirement: The Project Management Office Division (PMOD) of the Information Management and Technology Directorate (IMTD) of the Canadian Nuclear Safety Commission (CNSC) requires the professional services of three (3) experienced Senior Business Analysts (BAs) with strong analytical and communication skills, to gather, analyze, model and document the business requirements as well as the non-functional requirements for a variety of corporate systems and projects. The Senior BAs will also be responsible for performing systems analysis and documenting the system requirements specifications and functional specifications. Reporting to the Director, PMOD and working directly with the business subject matter experts, IMTD project managers and the project team members, the Senior BAs will be accountable for interfacing with the business clients to gather, analyze, model and document business and non-functional requirements in the format and structure determined by IMTD. The Senior BAs will be required to develop system requirements specifications as well as functional specifications.

These resources will be responsible for working with different divisions in IMTD to assist with the proper interpretation of the business and non-functional requirements as well as system specifications; the development and evaluation of the solution options and provision of recommendations.

The Senior BAs responsibilities include but are not limited to the following: • Determine stakeholders and perform stakeholder analysis • Liaise amongst stakeholders in order to understand the operations, structure, and policies of the involved organizations • Elicit, analyze, and document the scope and perform walkthroughs with the stakeholders (business and IMTD) • Elicit, analyze, document, and model business requirements and business processes • Collect, analyze, model, and document information requirements and information flows

• Write business use cases, user stories, and business scenarios • Perform systems analysis and develop system requirements specifications including mock-up screens, and perform walkthroughs with the stakeholders (business and IMTD) • Work with project team from cross-functional areas to ensure proposed solution conforms to business needs; • Identify options for improving systems and bridging the needs of the business with the use of IT solutions

• Perform fit-gap analysis with respect to “as is” versus “to be” business requirements • Identify impacts of constraints and dependencies on scope and business requirements • Participate in continuous improvement initiatives by reviewing and providing feedback on BA templates and processes • Support business client by establishing acceptance test criteria and providing clarifications / elaboration during user acceptance testing.
