Background:
The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada. As part of Elections Canada (EC)’s evaluation program and in the context of the 42nd general election, as well as the recent changes to the electoral process resulting from Bill C-23 (The Fair Elections Act), the Agency is seeking the services of a public opinion research supplier to conduct a 15-minute telephone survey of its election staff. EC conducted similar surveys following the 40th and 41st federal general elections. Requirement: Elections Canada requires the services of a professional firm, specializing in conducting and analyzing public opinion surveys in English and French. The successful bidder will be responsible for reviewing a proposed questionnaire, developing a sampling strategy, conducting the survey, collecting and analyzing data and writing a report summarizing the main findings.
Period of the Contract:
The term of the contract will be from the effective date of the contract to April 30, 2016.

As and When Construction Work to mitigate immediate Health, Safety or Environmental Risksidentified by the Project Team (MCM, PWGSC, INAC and GNWT)
Completion of outstanding Advanced Remediation Construction Activities (if necessary)
Execution of the Remediation Work Packages as a General Contract using Sub-Contracts
OPTIONAL SITE VISIT
The optional site visit will be held on August 31, 2016 at 10:00 AM (MDT)
It is strongly recommended all interested firms attend this optional site visit; however, those who do not attend will not be precluded from submitting a bid whenthe Request for Proposal (RFP) is issued.
Bidders should communicate with the Contracting Authority no later than 4:00 p.m. MDT Tuesday August 23, 2016 to confirm attendance and provide the names of the person(s) who will attend.

1. Due to limited space, each entity or group of entities intending to submit a bid (i.e. bidder) attending will be limited to two (2) representatives for the site visit.
2. There will be a site visit on August 31, 2016. Attendees are to meet at the Explorer Hotel, Katimavik A Boardroom, located at 4825-49th Avenue, Yellowknife, NT prior to 10:00 am (MDT) for registration. There will be parking available on site.

Questions may be addressed, however all questions may not be able to be answered at the Pre-tender site visit.
Any questions unable to be answered from the pre-tender site visit will be recorded and answered during the RFP stage.
4. PPE (Personal Protective Equipment) - It is mandatory that all persons attending the site visit have the proper safety footwear (CSA approved green patch). Hard hats, high visibility vest and safety glasses are recommended. Individuals who do not have the required PPE will be denied access to the site.

This competitive requirement will be subjectto the World Trade Organization-Agreement on Government Procurement (WTO-AGP), the North America Free Trade Agreement (NAFTA, and the Agreement on Internal Trade (AIT).
The requirements of the Tlicho Land Claim and Self Government Agreement will apply to this procurement. The provisions that apply are contained in: Chapter 26

BACKGROUND:
Giant Mine, located in Yellowknife, operated under several owners for approximately 56 years, starting in 1948. In 1999, then owner, Royal Oak Mines Inc., went into receivership. Thee, a covering letter will be sent to explain the necessity of opening the bid.

The Contracting Authority will be the bidder’s primary contact. All requests for information must be directed to this contact. Bidders who contact anyone other than the Contracting Authority may be disqualified.
