This is an update to the Notice EW702-131876/B originally published on September 20, 2013.

On October 9th and 10th, 2013, the Government of Canada (GC / Canada) hosted the optional site visit and information session described in this Notice. The intent of the site visit was to provide potential bidders the opportunity to see the site prior to winter conditions as it is anticipated the requirement will be re-tendered this winter, 2013-2014.

The event was open to interested potential bidders.

During the afternoon of October 9th the optional site visit tours were conducted, followed by an information session on the morning of October 10th with pre-registered potential bidders.

ADVANCE NOTICE TO INDUSTRY

PRE TENDER OPTIONAL SITE VISIT AND INFORMATION SESSION FOR POTENTIAL BIDDERS

Public Works & Government Services Canada (PWGSC) on behalf of Aboriginal Affairs and Northern Development Canada (AANDC) is preparing bid documents and Terms of Reference for the re-tender of the Interim Underground Stabilization requirement at Giant Mine, located on the Ingraham Trail just outside of Yellowknife, Northwest Territories (refer to cancelled Solicitation No. EW702-131876/A). Prior to posting the Request for Proposal (RFP), PWGSC is conducting an optional site visit for potential bidders who are interested in submitting a proposal for the Interim Underground Stabilization contract at the Giant Mine Site.

The intent of the site visit is to provide potential bidders the opportunity to see the site prior to winter conditions as it is anticipated the requirement will be re-tendered this winter, 2013-2014.

This Letter of Interest request only describes an anticipated solicitation, provision of a Letter of Interest and attendance at the site visit does not constitute a contract between Canada/PWGSC and the interested bidder.

BACKGROUND:

Giant Mine has significant underground workings that require remediation as part of the overall Giant Mine Remediation Project.

Work on the underground includes: stabilization (particularly in the areas surrounding the arsenic chambers/stopes and under Baker Creek); installation of drift plugs to support bulkheads; as well as new mine development to support the freeze system.

A number of geotechnical experts (including AANDC's Technical Advisor, Independent Experts Panel and the Preliminary Design Engineer for the overall Giant Mine Remediation Project), have recommended that many of the areas of geotechnical instability of the underground workings need to be addressed urgently (prior to the completion of the Environmental Assessment and obtaining Effective Project Approval) to protecréatives et commerciales dans la région du bas Fraser.

Les travaux à entreprendre sont axés sur les pêches au saumon en rivière et, à ce titre, l'entrepreneur devra être disponible pour effectuer des observations durant les saisons de pointe pour ces pêches, généralement de mai à novembre. Par ailleurs, en raison de la nature des pêches surveillées, les observations sont généralement effectuées les fins de semaine. En août et en octobre, une ou deux observations sont exigées chaque fin de semaine. En mai, juin, juillet et novembre, une ou deux observations sont exigées toutes les deux fins de semaine.

Ces travaux seront effectués dans les sections de rivière où l'accès à un bateau à propulsion hydraulique constituera un avantage pour l'entrepreneur. Sauf pour le fleuve Fraser et ses affluents en amont de Mission jusqu'à la région de Hope, un bateau à propulsion hydraulique sera nécessaire. Les entrepreneurs doivent bien connaître les parties du fleuve en question afin de garantir la sûreté des activités au cours des observations. À l'occasion (0 à 5 fois par an), les employés du MPO seront tenus de participer à des observations avec l'entrepreneur.

Les participations seront coordonnées par le responsable du projet. Elles seront discutées et planifiées de concert avec l'entrepreneur.
