Solicitation Number – 13-22118 (A) An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor.

If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met.

Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract.

The National Research Council wishes to award a contract to Wasey Consultants Inc. The sole source is based on a highly unique set of skills for calibrating “Forward Scattering Spectrometer Probes” (FSSP) and measurements of ice particles in the aviation industry. FSSP, a class of optical instruments designed to measure size and concentration of particles suspended in the air (such as cloud droplets) are equipped on NRC’s fleet of Aircraft. The probes are used to support multiple projects at NRC and to fulfill contracts with NRC clientele. In this instance, the FSSP will be used on the NRC T33 for participation in the international collaborative research into contrails, with NAS and DLR of Germany. Wasey Technical Consultants is the only known vendor that has the know-how to calibrate and support on going requirements for the calibration and measurement capabilities to satisfy the on-grrangement en matière d'approvisionnement qui sont qualifiés pour le niveau 1.

Description du besoin :

Le Secrétariat du Conseil du Trésor du Canada (SCT) a un besoin pour les services d’un a besoin d’un architecte de la transformation des affaires qui se chargera de produire une stratégie et feuille de route pour la mise en œuvre d’une Plateforme commune de mobilisation des citoyens pour le gouvernement du Canada (GC), dans le but d’assurer l’uniformité à l’échelle de celui ci et en vue de la création, de la gestion et du compte rendu de possibilités de mobilisation externe d’intervenants en réponse à des thèmes ayant trait aux programmes, aux politiques et à la législation.

La Division des politiques sur les services et le GC2.0 et de la mobilisation de la collectivité a besoin d’une stratégie et d’une feuille de route portant sur le renouvellement des intranets internes du GC et la création d’un intranet commun du GC dont se serviront les ministères et qui fera office de répertoire rationalisé renfermant du contenu ministériel; ces deux documents doivent inclure des recommandations concernant l’intégration de l’intranet renouvelé aux outils de collaboration GC2.0 (GCpédia et GCconnex).

Chaque feuille de route sera distincte, mais l’élaboration intégrée des deux feuilles de route créera des synergies et fournira des avantages.

La durée du contrat sera de la date d’octroi du contrat jusqu’au 15 mai 2015.
