ADVANCE NOTICE TO INDUSTRY
PRE TENDER OPTIONAL SITE VISIT AND INFORMATION SESSION FOR POTENTIAL BIDDERS
Public Works & Government Services Canada (PWGSC) on behalf of Aboriginal Affairs and Northern Development Canada (AANDC) is preparing bid documents and Terms of Reference for the re-tender of the Interim Underground Stabilization requirement at Giant Mine, located on the Ingraham Trail just outside of Yellowknife, Northwest Territories (refer to cancelled Solicitation No. EW702-121237/A). Prior to posting the Request for Proposal (RFP), PWGSC is conducting an optional site visit for potential bidders who are interested in submitting a proposal for the Interim Underground Stabilization contract at the Giant Mine Site.
The intent of the site visit is to provide potential bidders the opportunity to see the site prior to winter conditions as it is anticipated the requirement will be re-tendered this winter, 2013-2014.
This Letter of Interest request only describes an anticipated solicitation, provision of a Letter of Interest and attendance at the site visit does not constitute a contract between Canada/PWGSC and the interested bidder.
BACKGROUND:
Giant Mine has significant underground workings that require remediation as part of the overall Giant Mine Remediation Project.
Work on the underground includes: stabilization (particularly in the areas surrounding the arsenic chambers/stopes and under Baker Creek); installation of drift plugs to support bulkheads; as well as new mine development to support the freeze system.
A number of geotechnical experts (including AANDC's Technical Advisor, Independent Experts Panel and the Preliminary Design Engineer for the overall Giant Mine Remediation Project), have recommended that many of the areas of geotechnical instability of the underground workings need to be addressed urgently (prior to the completion of the Environmental Assessment and obtaining Effective Project Approval) to protect the health and safety of the public, the mine workers and the environment.
AANDC supports advancing this underground remediation work as part of the Site Stabilization Plan (SSP), which was signed by the AANDC Minister in September 2011.
This requirement was tendered under Solicitation No. EW702-121237/A
in April-May 2013.
No contract was awarded as a result of this tender.
This requirement will be re-tendered with a significantly modified Terms of Reference currently being developed.
OPTIONAL SITE VISIT AND INFORMATION SESSION:
It is optional that potential bidders or their representatives visit the work site and attend an information session.
The optional site visit and information session will be held on October 9th and 10th, 2013.
Bidders must communicate with the Contracting Authority no later than Thursday, October 3rd, 2013 to confirm attendance and provide the names of the person(s) who will attend.
INFORMATION:
1) Due to limited space, each bidder attending will be limited to one (1) representative for the site
visit and four (4) representatives for the information session.
2) There will be a site visit on October 9th, 2013. Registered attendees are to meet at the C-Dry
Boardroom at the Giant Mine Site, Yellowknife, NT at 1:00 pm.
An information session will be
held on October 10th, 2013 at 9:00 am at T.B.D.
3) Attire - It is mandatory that all persons attending the site visit have the proper safety footwear
(CSA approved green patch). Hard hats, high visibility vest and safety glasses are also required.
Bidder personnel/individuals who do not have the proper safety attire will be denied access to the
site.
4) Interested bidders must register and confirm their attendance with the Contracting Authority no
later than 2:00 P.M. C.S.T., October 3rd, 2013.

5) Non-registered bidders may not be eligible for the underground tour or even taken to or be
allowed on the site.
6) All travel and living costs associated with travel to Yellowknife for the purpose of attending the
Optional Site Visit and information session will be borne by the bidder or its representative.

PWGSC intends to post this RFP on the Government Electronic Tendering Service at Buyandsell.gc.ca/tenders and potential bidders interested in submitting a proposal will be required to order documents from Buyandsell.gc.ca/tenders.
The competitive requirement will be subject to the provision of the World Trade Organization-Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).
