ADVANCE NOTICE TO INDUSTRY
MANDATORY SITE VISIT AND BIDDERS CONFERENCE
Public Works & Government Services Canada (PWGSC) on behalf of Aboriginal Affairs and Northern Development Canada (AANDC) is preparing bid documents and Terms of Reference for the re-tender of the Interim Underground Stabilization requirement at Giant Mine, located on the Ingraham Trail just outside of Yellowknife, Northwest Territories (refer to cancelled Solicitation No. EW702-121237/A). Prior to posting the Request for Proposal (RFP), PWGSC is providing advance notice of the mandatory site visit and bidders conference for potential bidders who are interested in submitting a proposal for the Interim Underground Stabilization contract at the Giant Mine Site.
1) Site visits will tentatively be held on March 11th and 12th, 2014. Registered attendees are to meet at the C-Dry Boardroom Giant Mine Site, Yellowknife, NT at their scheduled site visit time.
A bidders conference will tentatively be held the morning of March 13, 2014 at 9:00 am at TBD.
The site visit for this project is MANDATORY.
The representative of the company will
be required to sign the Site Visit Attendance Sheet at the site visit. Bids submitted by
companies who have not signed the attendance sheet will not be accepted.
In the case of
a joint venture bidder, record of attendance at the mandatory site visit by at least one of
the JV companies will be required for bid acceptance.
2) There will be an additional OPTIONAL site visit occurring at the beginning of April,
2014, for further touring of the underground at a date TBD.
3) Attire - It is mandatory that all persons attending the site visit have the proper safety
footwear (CSA approved green patch) . Hard hats, high visibility vest and safety glasses
are also required. Bidder personnel/individuals who do not have the proper safety attire
will be denied access to the site.
4) Interested bidders are to register and confirm their attendance with the Contracting
Authority no later than 2:00 P.M. C.S.T., March 5, 2014.
The Contracting Authority will
communicate to the bidder their scheduled site visit time by 2:00 P.M. C.S.T.,
March 7, 2014.

5) Non-registered bidders will not be taken to or be allowed on the site.

7) All travel and living costs associated with travel to Yellowknife for the purpose of
attending the Mandatory or Optional Site Visit and Bidders Conference will be borne by
the bidder or its representative.

Si pendant la période d'affichage, aucun fournisseur ne présente d'énoncé de compétences répondant aux exigences précisées dans le PAC, l'agent de négociation des marchés pourra alors procéder à l'attribution du marché. S'il est jugé, toutefois, qu'un énoncé de compétences répond aux exigences précisées dans le PAC, l'agent de négociation des marchés doit lancer le processus complet d'appel d'offres.
Les fournisseurs qui estiment être pleinement qualifiés et prêts à fournir les produits ou les services décrits dans cet avis peuvent présenter un énoncé de compétences à la personne-ressource dont le nom figure dans le présent avis d'ici la date de clôture, laquelle est aussi précisée dans l'avis. L'énoncé de compétences doit démontrer clairement la façon dont le fournisseur compte s'y prendre pour répondre aux exigences indiquées dans le préavis.
Le numéro de dossier de TPSGC, le nom de l'agent de négociation des marchés et la date de clôture du préavis d'adjudication de contrat (PAC) doivent figurer en lettres moulées sur l'enveloppe, ou sur la feuille d'accompagnement, s'il s'agit d'un envoi par télécopieur.
L'État se réserve le droit de négocier les conditions de tout marché avec les fournisseurs.
