Bid responses will be accepted by the City of Moncton in a DIGITAL FORMAT through the City of Moncton's "Bids&Tenders" electronic bidding platform (http://moncton.bidsandtenders.ca).
The City will NOT accept Proposals submitted in a printed format.
Electronic Bid Submission:
(a) Bids shall be submitted through the City of Moncton's "Bids&Tenders" electronic bidding platform (http://moncton.bidsandtenders.ca) prior to the official Closing Date and Time specified herein.
(b) A "Vendor Account" must be created in order to register as an official "Plan Taker" for this bidding opportunity, and submit an electronic bid response.
(c) Detailed instructions on how to create a "Vendor Account" and submit an electronic bid are available through the City of Moncton's website (http://www.moncton.ca/bidding-opportunities).

PURPOSE:
Through the award of this Request for Proposal, the City of Moncton is seeking to engage the services of a well-established, highly qualified and experienced Consultant to complete an in-depth, comprehensive Enterprise Resource Planning (ERP) Needs Analysis and Readiness Assessment.
The successful Consultant will also provide technical advisory services to assist the City's appointed ERP Project Team with the development of a Request for Proposal (RFP) for the acquisition of a new ERP solution, and serve as an advisor to the ERP RFP Evaluation Committee during the evaluation and selection process that will be carried out for the purchase and implementation of a new ERP solution.
ELIGIBILITY OF PROPONENTS:
- Only Proponents who have obtained official RFP documents directly from the City of Moncton's "Bids&Tenders" electronic bidding platform are eligible to submit a Proposal at this time.
- REVISED (as per Addendum #1): The selected / successful Consulting Firm / Consultant for this Request for Proposal #RFP24-087 shall NOT be eligible to submit a proposal for the supply and implementation of a new ERP system.
- Consulting Firms / Consultants intending to respond to Request for Proposal #RFP24-087 must NOT have any form of affiliation with ERP solution providers which could be perceived as a conflict of interest or at risk of deriving a biased outcome in favour of one (1) or more ERP solution providers.
- Proposals shall be considered from established firms who have been in the business of providing professional ERP consulting services for a minimum of five (5) years, are financially stable, can provide a minimum of three (3) public sector clients for whom they have provided similar services to that specified in the RFP within the last seven (7) year period, and have sufficient labour, equipment and resources to provide reliable, timely, and professional services to the City of Moncton in the
manner and capacity required.
