Bid responses will be accepted by the City of Moncton in a DIGITAL FORMAT through the City of Moncton's "Bids&Tenders" electronic bidding platform (http://moncton.bidsandtenders.ca).
The City will NOT accept Proposals submitted in a printed format.
Electronic Bid Submission:
(a) Bids shall be submitted through the City of Moncton's "Bids&Tenders" electronic bidding platform (http://moncton.bidsandtenders.ca) prior to the official Closing Date and Time specified herein.
(b) A "Vendor Account" must be created in order to register as an official "Plan Taker" for this bidding opportunity, and submit an electronic bid response.
(c) Detailed instructions on how to create a "Vendor Account" and submit an electronic bid are available through the City of Moncton's website (http://www.moncton.ca/bidding-opportunities).

PURPOSE:
The City of Moncton is seeking to engage the services of a highly qualified, experienced and knowledgeable firm to complete the supply and installation of a new, modern on-street parking management and enforcement solution for use by the City of Moncton's By-Law Enforcement Department through a multi-phase project.
The project would involve the removal of the City's existing on-street parking meters, to be replaced with a new, modern, energy efficient on-street parking solution which provides users with a "real-time inventory" of available parking meter spaces, and is capable accepting multiple forms of payment through a secure mobile online platform, and through designated pay stations, strategically located within close proximity to designated parking areas.
The project would also involve the implementation of a robust parking enforcement and ticketing solution, as well as the implementation of an online parking permitting and management system for various types of parking permits (residential / visitor / monthly / etc.).
The City is also seeking information from Proponents for optional, future enhancements to the parking management and enforcement solution selected by the City, which may involve the removal of existing gated parking areas that would be converted into a "gateless" parking system, and fully integrated as part of the City's Parking Management and Enforcement solution, OR the replacement of the City's existing gated parking management system in favour of the successful Proponent's gated system which
would be fully integrated with its proposed Parking Management and Enforcement solution.
The City is also seeking information from Proponents for the potential future implementation of an online feature which would allow for the purchase of virtual "parking tokens / credits" through a mobile device or desktop computer, that could be used towards any municipally-owned parking location.
As Canada's only officially bilingual city, the City of Moncton provides its services in both English and French, in accordance with its policy on official languages. Therefore, the Parking Management and Enforcement Solution provided herein MUST provide ALL CUSTOMER-FACING APPLICATIONS AND FEATURES IN ENGLISH AND FRENCH, through the selection of the "Language of Choice" by the application user, or some other means which permits the user to select their language of choice.
