Description

The Ministry is seeking to retain a Vendor to develop ~2000 technical and administrative Building Code questions to be used in the Ministry’s 16 qualification exams questions in order to:

i. Support implementation of Ontario’s new 2024 Building Code; and

ii. Support positive exam outcomes for candidates by avoiding creation of unnecessary barriers within the questions that do not contribute to assessing Building Code knowledge.
Scope of Work
The Ministry has identified 6 key deliverables in scope for this project:

1. Workplan detailing milestones, resources, project staff, and steps to complete work, which must be Ministry approved.
2. Questions Bank Review (~6,000 questions).
3. Documentation of “Principles” for Question Building.
4. Development of New Exam Questions (~2,000 questions).
5. Validation of New Exam Questions
6. Draft and Final Reports to the Ministry
7. Presentation to Ministry.

The Ministry of Municipal Affairs and Housing oversees the Building Code Act, 1992 and Ontario’s Building Code, which sets out rules for constructing, renovating, and demolishing buildings in Ontario, as well qualification requirements for building practitioners responsible for implementing and enforcing the Building Code. There are 16 different exams practitioners can take to practice in Ontario, including, House, Small Buildings, Large Buildings, Plumbing and HVAC.
In filing the next edition of the Building Code in April 2024, (implementation date of January 1, 2025), the Ministry made over 2,000 Building Code amendments.
The Ministry is now seeking a Vendor to update its qualification program with new exam questions based on these Building Code changes to help uphold public safety and the integrity of the Ministry’s qualification program.

In developing new exam questions, the Vendor will also be requested to address concerns with the existing exam questions reported by exam candidates and the associations representing the different building practitioner types (as per above), which include the following:

• Unclear ambiguous wording;
• Lack of connection to syllabi.
• Over-use of double negatives.
• Excessive length of some questions.
• Disconnection with multiple choice response options; and
• Possibility of more than one correct answer.

The Ministry is requesting that the Vendor submit a first batch of ~500 new exam questions by April 2025 and the remainder by June 2025.
