APRIL 15, 2024 - Addendum #1 to Request for Proposal #RFP24-049 has been issued to respond to questions submitted by interested Vendors, and is available for viewing through the City of Moncton's "Bids&Tenders" electronic bidding platform (http://moncton.bidsandtenders.ca)

Bid responses will be accepted by the City of Moncton in a DIGITAL FORMAT through the City of Moncton's "Bids&Tenders" electronic bidding platform.
The City will NOT accept Proposals submitted in a printed format.
Electronic Bid Submission:
(a) Bids shall be submitted through the City of Moncton's "Bids&Tenders" electronic bidding platform (http://moncton.bidsandtenders.ca) prior to the official Closing Date and Time specified herein.
(b) A "Vendor Account" must be created in order to register as an official "Plan Taker" for this bidding opportunity, and submit an electronic bid response.
(c) Detailed instructions on how to create a "Vendor Account" and submit an electronic bid are available through the City of Moncton's website (http://www.moncton.ca/bidding-opportunities).

PROJECT SCOPE:
The Codiac Regional RCMP is seeking to engage a consulting firm to provide all services required for the development of a multi-year (2025-2032) Strategic Master Plan. The scope of the multi-year strategic plan of the following components:
(a) Discovery and analysis of relevant documentation, including but not limited to previous strategic plans, previous consultation reports, prior stakeholder interviews, past reviews of policies, corporate services and functions, and others as deemed relevant
(b) Current state assessment of Codiac Regional RCMP focusing on understanding internal structure, workforce composition, and budgetary allocations to identify strengths and areas for improvement. Simultaneously, assessing external factors, such as demographic shifts, demand trends and community perceptions to enable a holistic understanding of the Codiac Region.
(c) Preparation of a multi-year Strategic Master Plan for Codiac Regional RCMP focusing on bridging gaps identified in previous consultations, the current state assessment and aligned to overarching goals (respective of budget) for the Codiac Regional RCMP.

ELIGIBILITY OF PROPONENTS:
Proponents responding to the public notice are advised that OFFICIAL RFP documents may ONLY be obtained from the City of Moncton's "Bids&Tenders" electronic bidding platform (http://moncton.bidsandtenders.ca).
Only Proponents who have obtained official RFP documents directly from the City of Moncton's "Bids&Tenders" electronic bidding platform are eligible to submit a Proposal at this time.
Proposals shall be considered from established firms who have been in the business of providing professional strategic consulting services in the area of policing operations for a minimum of five (5) years, are financially stable, can provide a minimum of five (5) clients for whom they have provided similar services to that specified in the RFP within the last five (5) year period, and have sufficient labour, equipment and resources to provide reliable, timely, and professional services to the
City of Moncton in the manner and capacity required.
