This Request for Supplier Qualifications (the "RFSQ") is an invitation by the Provinces of Nova Scotia New Brunswick, Newfoundland and Labrador, Prince Edward Island and Halifax Regional Municipality (HRM) (collectively the "Provinces") to prospective respondents to qualify in accordance with Evaluation of Responses (Part 2) for eligibility to potentially provide Motorola Trunked Mobile Radios and Accessories, as further described in the RFSQ Particulars (Appendix C - The Deliverables). This
RFSQ is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual.
The evaluation and selection process outlined in this RFSQ is intended to result in the authorization of a standing offer with one supplier who will act as the Province's primary, but not necessarily exclusive, source of supply for the Deliverables as and when requested ("Standing Offer").
This RFSQ does not oblige the Provinces to authorize or order any goods and/or services whatsoever or to spend any monies whatsoever. A financial obligation will come into force only if there is an authorized order against the standing offer and only to the extent stipulated in the order ("Call-up").
The Provinces require P25 Trunked Mobile Radios and accessories outlined in the Deliverables (Appendix C) in order to support day to day and emergency communications for over 30,000 radios used by approximately 40,000 field communications users.
Public Safety and Field Communications is the section of Service Nova Scotia responsible for the provision of field communications for public safety and public works users in Nova Scotia and is part of the Atlantic Provinces Public Safety Network (APPSN). APPSN use an integrated, state of the art, four-province mobile communications service, which encompasses NBTMR (New Brunswick), TMR2 (Nova Scotia) PICS2 (PEI), and the Province-Wide Mobile Radio Services (PWRS) (Newfoundland and Labrador).
For clarity, the Province of Nova Scotia will be considered the lead for this RFSQ during the solicitation process. The Provinces will be entering into individual agreements with the successful respondent.
