Scope of Project:
The Association of Professional Engineers and Geoscientists of Alberta (APEGA) embodies the self-regulatory model for engineering and geoscience professions in Alberta. Established April 10, 1920, through the Engineering and Geoscience Professions Act (EGP Act), APEGA ensures that professionals adhere to stringent ethical, professional, and technical standards, safeguarding public interest and fortifying Alberta's economic success.
APEGA's pivotal regulatory role involves licensing individuals and entities aspiring to practice engineering and geoscience within the province. Those meeting APEGA's rigorous standards are granted the privilege to practice and utilize reserved titles. This collective commitment among APEGA's professionals and permit holders upholds public safety and welfare, honoring their responsibility towards self-regulation and public service.
APEGA requires that all engineering and geoscience work products, encompassing reports, drawings, specifications, calculations, memos, and field orders, must be authenticated by the responsible engineer(s) and geoscientist(s) in accordance with APEGA practice standards. Authentication and validation can only be done using the following methods:
1.Physically with wet-stamps and hand signatures, or
2.Digitally with digital images and a digital signature/certificate that meets APEGA’s requirements.
When using digital authentication, APEGA licensed professionals must apply a digital signature supplied by an APEGA approved digital signature provider. The digital signature serves as a verified digital identity, captured within a signature certificate. This certificate affirms the member's civic identity and professional credentials at the moment of signing. Utilized, it ensures real-time compliance and rightful practice within their jurisdiction, while also ensuring the integrity of the signed documents and preventing their falsification.
Solutions Notarius Inc., as the only authorized provider that meets APEGA's Practice Standards, administers and manages the platform issuing digital signature certificates for APEGA membership. To ensure compliance with APEGA standards, The City of Calgary requires Digital ConsignO licenses from Solutions Notarius Inc. for its APEGA-affiliated employees, enabling them to digitally authenticate their work products.
Notice is hereby given by The City of Calgary (“The City”) of its intent to enter into contract with Solutions Notarius Inc, for the provision of Digital ConsignO Software, for up to the next five (5) years.

Description of service and goods:
Solutions Notarius Inc. will provide the digital signature/certificate technology to allow The City’s engineers to digitally authenticate and validate its engineering and geoscience professional work products as per APEGA’s professional practice standards.
Budget and Contract Term:
Total estimated budget for five (5) year term is $250,000 (Excluding GST).
It is the intent of The City to award this contract for the following reason(s):
• Under the New West Partnership Trade Agreement (NWTPA) exemption (g) “where it can be demonstrated that only one supplier is able to meet the requirements of a procurement”.
• The Association of Professional Engineers and Geoscientists of Alberta (APEGA) requires that all engineering and geoscience work products, encompassing reports, drawings, specifications, calculations, memos, and field orders, must be authenticated by the responsible engineer(s) and geoscientist(s) in accordance with APEGA practice standards. Solutions Notarius Inc. is the sole provider authorized by The Association of Professional Engineers and Geoscientists of Alberta (APEGA) to administer and manage the platform that issues digital signature certificates for APEGA membership.
• Solutions Notarius Inc. is the only provider that meets the requirements listed in Appendix 4 of APEGAs practice standard, Authenticating Professional Work Products.
For consideration any party that wishes to address this procurement action must submit in writing the following information:
1.Firm name and contact information;
2.Relevant specific information regarding the firm’s ability to address the specified procurement;
3.Ability to offer competitive products and services that will be advantageous to The City; and
4.Brochures, marketing information and other non-essential materials should NOT be included.
Information package must be submitted in English and should not be more than two (2) pages in length.

2.All responses to this NOI must be submitted on or before the Submission Deadline.
Respondent Questions must be submitted by using the Event Messages in the Ariba online system.
No communications with respect to the NOI are to be directed to anyone other than the City Contact, or by any other method outside of the Ariba Discovery system.
The City is under no obligation to provide additional information and The City will not be responsible for any information provided or obtained from any source other than the City Contact.
The City reserves the right to determine the relevance of any communication and accept or reject the communication as deemed in the best interest of The City.
