Notice is hereby given that the Provincial Health Services Authority, Fraser health Authority, Vancouver Coastal Health Authority, and Vancouver Island Health Authority (the “Health Authority(s)”), through their collective agent Provincial Health Services Authority (“PHSA”) intends to directly award a non-volume commitment based Contract to the following supplier to provide specialty proprietary reagents and consumables
for a contract term of one (1) year, with four (4) one (1) year optional extension. The estimated aggregate value of the agreement is CAD $22.3 million.

In accordance with applicable trade agreements, PHSA, as agent for the PHSA has chosen not to proceed with a competitive process for the following reason:

- To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
Thermo Fisher Scientific doing business as Life Technologies Inc. is the sole supplier in Western Canada to supply the associated consumable products which are tied to its Applied Biosystems and Thermo Fisher platforms that are owned across the associated Health Authorities for genetic engineering, amplification, purification, quantification and analysis. There is no alternative supplier in market who can supply the Thermo Fisher system associated consumable products. Due to the expected lifespan of the currently owned equipment across the province and the proprietary nature of these products, it is important to establish a one (1) year plus four(4) one (1) years extension, total 5yrs contract with Life Technologies Corporation to ensure continuity of supplies and compatibility with the existing systems
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Fran Zhang, Buyer, by email before 2:00pm Pacific Time, March21, 2024.
PHSA will review any and all issues received by this date and provide due consideration to each objection.
