Notice is hereby given by Capilano University of its intent to direct award a service contract to continue to support the development of our marketing campaign.
The proposed work/service is a continuation of Contract #23-017 being carried out by Dr. Chris Turner. The current contract value is $65,645.00 and will expire October 30, 2020.
The term of the contract will be in conjunction with the current contract starting on September 09, 2020 until to October 30, 2020. The cumulative value of the contract throughout the full term will not exceed a contract value of $149,137.50.
The contractor has extensive knowledge of our brand and has developed a campaign platform for our upcoming recruitment season (launching in October 2020). The work developed to date is:
Evolution of tone, art direction and strategic positioning.
Development of communication framework and media plan, outlining the customer's journey and identifying key messages, media tactics, KPIs and how we will measure.
Scripts and proofs-of-concept for the key assets needed for the campaign (digital / print / motion / video).
The terms of services will include:
· Production oversight and coordination of one commercial video (including one :30-60sec video exported for digital use), including:
· Conducting a bid for production partners
· Guiding the pre-production for the video (casting, location scouts, planning) and working with the production partner to finalize the director's treatment
· Establishing director's treatment, overseeing the production and directing the shoot.
· Coordinating specialized vendors through the video edit, audio session and sound design.
· Producing working files and assets, including Facebook, Instagram, Youtube and Out-of-Home files.
The parties did not call for contractor proposals at this juncture for the following reason:
· The parties acknowledge that this contractor has historical knowledge of the project and brand which is required to deliver this project for the established deadline.

· Finalized production plan and budget September 11th.
· Asset production beginning September 14th.
· Integrated campaign trafficked and delivered for October 19th.
Contractors wishing to challenge this decision should submit a letter of objection via email no later than 3 p.m. (local time) on September 08, 2020 to:

The letter must outline the reasons for your objection and must demonstrate your ability to perform the contemplated work as Strategic Planning consultant, demonstrated through related experience and availability. These items will be the criterion used to determine whether you will be considered for this contract.
