This Request for Proposals (the “RFP”) is an invitation by MacEwan University (the “University”) to prospective Proponents to submit proposals for Gated Parking Equipment & Management System Replacement, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
MacEwan University's Transportation Services department is set to upgrade to a new gated parking system, which includes a robust cloud-based management system to aid the parking office in effectively overseeing parking operations. This new parking system is slated to replace the existing equipment in all four current parking structures, and it will also be a key feature in the fifth location that is anticipated to open in January 2027, coinciding with the launch of the new School of Business.
The gated system should offer easy-to-use entry machines that incorporate mobile capabilities and may include License Plate Recognition (LPR) technology. This system will cater to the needs of both monthly/partial permit holders and daily parkers. Additionally, the system is expected to be designed for seamless operation with proxy card readers, control arms and overhead garage doors. The pay machines located at each exit must be fully PCI compliant and accept debit, university’s single card system (Identification & Payment processing card) – ‘Under development’, and credit card payments. It must also provide communication support back to the management system to help trouble shoot and provide customer support. Each parking location will have 1 to 2 pay on foot stations that will accept debit card, credit card, university’s single card system, and cash payments.
The newly implemented cloud-based management system needs to be user-friendly, enabling parking staff to efficiently oversee parking operations and deliver customer support. It should be operable via mobile devices or through remote management with the ability to be integrated with the university’s single card system (Identification, access, and payment processing card) which is under development now. Additionally, this system must be compatible with the Automated Issuance Management System (AIMS), which is currently used by the parking office for handling monthly payments and enforcement activities.
MacEwan University is seeking proposals from qualified vendors to supply, install, and maintain the services outlined in Appendix B, Section A. The university aims to gather proposals detailing the vendors' competence, approach, and prior experience related to Gated Parking Equipment & Management Systems. MacEwan University is looking for a vendor with proven experience in replacing Gated Parking Equipment as outlined in the RFP. The scope of work includes the replacement of Parking Equipment Systems at multiple University’ locations and facilities, along with the removal & disposal of existing parking equipment.
