188318 - 40.23.01-02 RFP Technical Advisor for the Biosolids Beneficial Use Demonstration Plant

The CRD is seeking an independent technical advisor (TA) who will provide the technical oversight needed to guide the CRD through all stages of developing and operating a Biosolids Beneficial Use Demonstration Plant. The scope of this RFP includes assisting with the development of a Request for Proposals, assisting in the evaluation of proposals and resulting contract negotiations, permitting, ongoing project management throughout the construction and operating periods, and producing a report detailing the findings of the demonstration plant project.
