The City of Calgary requires a psychometric assessment tool, services and support for the following reasons:
- Develop professional skills of employees to enhance self-awareness and improve team dynamics.
- Develop professional skills of potential and experienced leaders, including balancing preferences and leadership styles with all domains of leadership.
- Understand how personal preferences shift in different environments, for example at work vs. outside of work.
- Strengthen working relationships by identifying and adapting to different communication styles for more effective workplace interactions.
- Celebrate individuality and reduce undervaluing, enhance teamwork and support overall well-being at work.
- Challenge biases and increase understanding of neurodiversity and work preferences.
- Access to continuous support through digital tools contributing to a culture of continuous improvement and sustained learning in the organization.
The People & Culture (P&C) division at The City requires a psychometric assessment that employs a holistic and dynamic model which recognizes the fluid and adaptable nature of human behavior. A tool that measures traits along a continuum, representing a spectrum of preferences and behaviors. This continuum approach allows for a more nuanced and detailed understanding of an individual's personality. The psychometric assessment should show that individuals can exhibit a range of behaviors and preferences depending on the context, circumstances and environment. By using a continuum, the assessment needs to capture the complexity and richness of human personality, providing a more accurate and comprehensive portrayal of individuals' preferences and behaviors across various dimensions and environments. This approach is conducive to personal and professional development, as it recognizes the multifaceted nature of individuals and supports their growth and adaptability in different situations.
The psychometric assessment must also offer a suite of products covering a range of areas such as team dynamics, leadership, emotional intelligence and sales. This holistic approach allows for a unified and integrated learning experience. The City requires the following services:
- Certification by the provider of City facilitators of the psychometric assessment products and services along with the ability for the City facilitators to deliver assessments, learning, team sessions or other services.
- Access to a Canadian support team for timely responses to queries related to technical support, ongoing research and overall subject matter expertise.
- Delivery of psychometric products and services related to team dynamics, leadership development, 360 degree feedback, emotional intelligence and sales.
- Purchase of points for assessments and personal access for participants to a portal to print their own assessment report, along with the ability for The City to print an assessment report, when requested.
- Digital sustainability tools such as an app that helps one gain insight into their personality and learn how they relate to others and enhance team dynamics. The ability of the app to create a community of learners who can support and motivate each other, share their progress and achievements with others. An app where individuals can discuss their assessment results with others to gain a deeper understanding of themselves and others to help build empathy, improve communication and opportunities for collaboration and discussion.
- A self-directed coaching tool that is an extension of the psychometric assessment to provide users with personalized coaching and development guidance based on their results through goal setting and tracking, personalized feedback and recommendations and access to resources and exercises to help users develop their skills to overcome potential blind spots.
- A tool that helps individuals develop their emotional intelligence, regulation and expression skills, identify their potential triggers for emotional reactions, develop strategies to manage their emotions effectively in different situations and achieve greater composure in challenging situations.
- A tool that challenges biases and celebrates individuality, including neurodiversity; providing practical tips to highlight positive behavioral aspects and bring out the best in everyone’s talent.
By utilizing the psychometric assessments and providing participants with the tools and resources they need to succeed, the assessment supports self-awareness, personal growth and development and helps individuals achieve their goals.
Notice is hereby given by The City of Calgary (‘The City’) of its intent to enter into contract with JMP Consultants Inc. for the provision of Lumina products, services and psychometric assessments for the next three (3) years. After which The City will evaluate its psychometric assessment tool needs and may return to market for competitive bid.

It is the intent of The City to award this contract for the following reason(s):
- JMP Consultants Inc. is the only known source able to provide all the services required, including certification of City facilitators.
- JMP Consultants Inc. allows The City to certify practitioners avoiding the costs of paying external certified practitioners to deliver workshops.
- JMP Consultants Inc. provides digital access to portraits which allows employees to print/bind assessments in-house, as needed.
- New West Partnership Trade Agreement (NWTPA) exemption (g) ‘where it can be demonstrated that only one supplier is able to meet the requirements of a procurement.
- As per Canada Free Trade Agreement (CFTA) Article 513 Limited Tendering section (b): if the goods and services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exists due to an absence of competition for technical reasons; JMP Consultants Inc. is the only provider on internal Lumina qualification in all Lumina tools.
- As per the Canada Free Trade Agreement Article 513 (c) for additional deliveries by the original supplier of goods or services that were not included in the initial procurement, if a change of supplier for such additional goods or services (i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services, or installations procured under the initial procurement; and (ii) would cause significant inconvenience or substantial duplication of costs for the procuring entity applies.
For consideration any party that wishes to address this procurement action must submit in writing the following information:
1. Firm name and contact information;
2. Relevant specific information regarding the firm’s ability to address the specified procurement;
3. Ability to offer competitive products and services that will be advantageous to The City; and
4. Brochures, marketing information and other non-essential materials should NOT be included.

2. All responses to this NOI must be submitted on or before the due date.

- Respondent Questions must be submitted by using the Event Messages in the Ariba online system.
- No communications with respect to the NOI are to be directed to anyone other than the City Contact, or by any other method outside of the Ariba Discovery system.
- The City is under no obligation to provide additional information and The City will not be responsible for any information provided or obtained from any source other than the City Contact.
