PURPOSE:
The City of Moncton officially became a bilingual city in 2002. The City is committed to delivering municipal services in English and French, in respect to our region's two (2) official language groups. As such, all City of Moncton meetings intended for the public are simultaneously interpreted in both official languages.
Through the award of this Request for Proposal, the City is seeking to engage the services of a highly experienced, professional simultaneous interpretation firm who will be tasked with providing English to French, and French to English interpretation services on an "as required" basis for various types of meetings / events open to the public (i.e. City Council meetings, Committee of the Whole, Planning Advisory Committee meetings, community consultations, public presentations, etc.).
ELIGIBILITY OF PROPONENTS:
Proposals will be considered from established interpretive services firms who have been in the business of providing simultaneous interpretation services which are similar or identical to those described in the RFP, are certified members in good standing of a provincial or national association of interpreters (i.e. CTINB, CTTIC, ATIO), have been business for a minimum of two (2) years, can provide a minimum of three (3) client references for whom they have provided similar products/services to
that specified in the RFP, and have sufficient resources available to carry out the assignment in the manner and capacity required.
The City recognizes that simultaneous interpretation providers may not be members of a professional association and/or certified by said association(s). Therefore, Proposals will also be considered from established interpreters who have been in the business of providing simultaneous interpretation services which are similar or identical to those described in the RFP for a minimum of fifteen (15) years and can provide a minimum of three (3) client references for whom they have provided similar
products/services to that specified in the RFP.
PROPOSED CONTRACT TERM:
The initial term of this agreement shall be for a one (1) year period, beginning January 1, 2024. The City may exercise an option to renew the agreement for up to four (4) additional one (1) year periods, if it is in the City's best interest to do so.
ESTIMATED CONTRACT VALUE / HOURS OF WORK:
The estimated value of this agreement is approximately $60,000 per year (based on an average of the total dollars paid (excluding H.S.T. @ 15%) for simultaneous interpretation services over past five (5) calendar years (January 1, 2018 to December 31, 2022). However, this should NOT be construed as representing a guaranteed contract value.
The City of Moncton does not guarantee the purchase of specific dollar amounts or quantity of services. QUOTED PRICES BASED ON MINIMUM ORDER DOLLAR VALUES OR LABOUR HOURS SHALL BE REJECTED.
