81.782.2023 - Water System Assessment and Asset Management Plan

The City seeks to hire a consultant to build on its water system data to develop a Water Asset Management Plan. It will consist of multiple elements, including a condition assessment, identifying asset risk of failure, identifying replacement/rehabilitation needs, prioritizing projects and improving data management and confidence (within the water asset category and across other asset classes).
The City of Lacombe desires to see presentations from those with experience, technologies or methodologies that build upon the data it has compiled. EOIs must include budgetary values, but the review committee will not consider cost in its discretionary criteria for shortlisted Parties. The City’s final Request for Proposal (RFP) may identify multiple collaborative partners, depending on the breadth and depth of service of individual EOI submissions or presentations.
The City of Lacombe may enter further negotiations and partnerships with the successful Party or Parties at its sole discretion. The City of Lacombe reserves the right to decline all EOIs submitted in this process, negotiate with any party, or enter into a contract with any party for the services described in this document, proposed, or otherwise deemed mutually agreeable to the parties.
