The Calgary Metropolitan Region Growth Plan (GP) requires participating municipalities in an identified Joint Planning Area (JPA) to jointly develop a Context Study by August 15, 2025. The City of Chestermere, City of Calgary, and Rocky View County (“Administration Team”) are jointly undertaking the development of the JPA 2 Context Study. This Request for Proposals (RFP) is seeking a third-party consultant to support and guide the development of the JPA 2 Context Study by conducting a gap analysis based on existing documents and information pertaining to JPA 2.
JPA 2 is identified in GP as a Preferred Growth Area (i.e. area of focused growth) where development pressures and higher growth levels are forecasted in the Calgary Metropolitan Region. The JPA creates an opportunity for municipalities to collaborate and coordinate at a sub regional level to align and balance individual identity with development cohesion in JPA 2. Map 1 below provides an aerial map and delineation of municipalities, JPA 2 subject boundaries, and major transportation routes.
