FII-24-02 - Recruitment Services

FII is currently seeking qualified suppliers for Recruitment Services under two separate categories, (a) Professional or Technical staff; and/or (b) Financial and Administrative staff. It is this process from which FII can select preferred companies or individuals to provide optimal value in carrying out the recruitment activities for FII’s Corporate Office, as well as for its subsidiary offices in China, India and Vietnam as may be required. FII has a total of 24 full‐time equivalents (FTE’s) in its Vancouver Corporate Office, 10 FTE’s in China, 8 FTE’s in India & 6 FTE’s in Vietnam.
FII seeks to establish a qualified supplier list for Recruitment Services with respect to FII’s program activities and the successful proponent(s) may be required to:

• Provide counsel and support to management and staff regarding employment or recruitment matters
• Support the recruitment process, which may include:
• preparing and/or updating of job postings;
• drafting a recruitment strategy that includes advertising options and costs;
• writing advertising copy;
• sourcing qualified candidates;
• scheduling interviews;
• facilitating the recruitment panel and assist in the evaluation of candidates;
• conducting detailed reference checks;

• Section 2.2: RFQ Service Description (page 7) – A summary of the services FII requires. Proponents should review this section to understand the RFQ requirements and how their expertise matches the type(s) of services FII is looking for. Submissions should address these service requirements.
• Section 4.5: Mandatory Evaluation Criteria (page 11) – Proponents must meet the required criteria to receive further consideration during evaluation process. Proponents are encouraged to use the checklist provided as guidance to ensure submissions are complete.
• Sections 4.6: Desirable Evaluation Criteria (page 12-13 – Proponents should include evidence to support each of the desirable criteria requirements in their submission. This includes:
  • Providing a Summary of Expertise;
  • Outlining Qualifications & Samples;
  • Detailing Staff & Resources;
  • Providing References; and
  • Listing detailed Pricing.
