2.1 PROJECT OVERVIEW
The intent of this project is to provide engineering and technical services to support the infrastructure and operations of Water Infrastructure and Operations Branch (WIOB) - Southern Operations (SO).
WIOB relies on the advice and technical services provided by subject matter experts for design proposals of civil engineering projects. This contract seeks to have in place a consultant which can fill the roles required for assessment, design and consultation for various projects.
2.2 BACKGROUND
WIOB is responsible for the operation and maintenance of provincially owned water management infrastructure. This infrastructure provides a secure water supply for irrigation districts, industrial and commercial users, municipalities and individuals.
The water management infrastructure operated and maintained by WIOB includes: river diversion structures, dams, reservoirs, and canal systems for water storage conveyance, and supply to downstream end users.
These infrastructure systems contain flow control components including: gates, weirs, spillways, check structures, diversions, as well as numerous associated mechanical and electrical components. This infrastructure is supported by seepage collection, active monitoring and instrumentation networks integral to the system.
WIOB infrastructure was constructed as early as the 1920’s, with major capital additions in subsequent years. Some infrastructure components are new, some have had significant upgrades in recent years, and some have remained relatively unchanged for a long period of time.
WIOB infrastructure relevant to this RFP forms part of the following systems and project areas:
• Waterton-St. Mary Headworks System
• Oldman River Dam Project
• Lethbridge Northern Headworks System
• Mountain View Leavitt Aetna Headworks System
• Cypress Hills Area Projects
• Willow Creek Area Projects
2.3 PROJECT OBJECTIVES
The contract objective is to engage a consulting engineering firm to provide services which will find solutions, conduct tasks and propose alternatives for managing identified deficiencies related to WIOB – SO infrastructure, reporting and operations.
Properly addressing deficiencies identified by WIOB personnel often requires detailed engineering investigations, analysis, design and reporting to support requests for capital, operational or non-operational funding. For the purposes of this work, the contractor will provide services to WIOB - SO, centred in Lethbridge, Alberta.
This contract will enable WIOB to engage a multi-disciplinary consulting engineering firm to perform various assignment based project work. This work can be categorized as:
• Inspection and assessment;
• Design and analysis;
• Reporting and recommendations
The contractor will complete engineering service project work as assigned by the Project Manager. This may include the inspection, investigation or design of infrastructure or processes related to water management infrastructure. When required, the contractor will fill the role of a qualified engineer for the purpose of inspection and reporting. The contractor will be called on to investigate options and help in both planning and decision making.
