INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN ENGLISHTOWN, SOUTH HAVEN, ST. ANNS, GOOSE COVE, NORTH RIVER CENTRE, NORTH RIVER BRIDGE AND TARBOT, NOVA SCOTIA

Public Services and Procurement Canada (PSPC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
• a lease term of approximately ten (10) years, commencing on or about September 1, 2026, plus an option to extend the lease for one (1) additional period of five (5) years;
• approximately 142.6 usable square metres (um2) of office space, 250.0 usable square metres (um2) warehouse space and 250.0 usable square metres (um2) of exterior fenced compound space and twelve (12) parking spaces;
• the proposed space must be available approximately twenty (20) weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy;
• the proposed space may be located in either existing buildings or buildings to be constructed and should satisfy or be capable of satisfying the following criteria:
1. the proposed space must be contiguous on one floor at grade level;
2. the proposed office portion of the space must have a minimum ceiling height of 2440mm to a maximum of 3050mm measured from the top of the finished floor to the underside of the suspended ceiling. The minimum height from the top of the finished floor to the underside of a bulkhead is 2440mm;
3. the proposed space must provide sufficient access (in PSPC’s sole discretion) to the exterior fenced compound area and warehouse overhead doors allowing for easy access of trucks with boat trailers, requiring a paved turning radius of 23 meters;
4. the proposed warehouse portion of the space must be capable of being divided into one (1) heated bay and two (2) unheated bays (the two unheated bays can be open to each other).
5. the proposed warehouse portion of the space must be a minimum of 15 meters deep and 5.5 meters wide for each of the warehouse bays;
6. the proposed warehouse portion of the space must contain three (3) grade level overhead doors: one (1) to the heated bay area, 4.4 meters wide x 4.9 meters high and two (2) to the unheated bay area, 4.4 meters wide by 4.9 meters high. There must be a steel man door (914mm x 2133mm) serving each overhead door.
7. the proposed warehouse portion of the space must have a minimum finished ceiling height in no instance less than 5.48 meters, measured from the underside of the lowest ceiling projection to the finished floor throughout the warehouse storage area and must accommodate the headroom required for the overhead door installation and operation;
8. the exterior fenced compound portion of the space must have a paved surface to allow access to forklift usage and large vehicle storage without disturbing the compound bed. The exterior fenced compound area must be a minimum of 19.8 meters deep with the gates positioned in the centre of the end.
9. the exterior fenced compound portion of the space must be completely enclosed by a galvanized 9 gauge chain link (diamond mesh not exceeding 50mm) fence at a height of 2.438 meters, topped with 3-tiered barbed wire at a 45 degree angle outward. The fence must contain two (2) double swing type galvanized mesh gates 4.24 meters total width with padlock capabilities to facilitate access. The gate section must have an attached wheel at the non-post end, sufficient in size to carry the weight of the gate and facilitate ease of opening of the gates. The maximum allowable clearance from lot surface to the underside of the gate is 50mm;
10. the physical characteristics of the lands and the building and the area and environment surrounding it, including neighbourhood land uses, shall be compatible with the Lessee’s intended use of the accommodation;
11. PSPC may not consider spaces or buildings that do not provide an acceptable configuration, are located in proximity to sites with incompatible usages, do not meet PSPC’s and/or the intended user’s safety or security requirements, or are not currently properly zoned.
• the proposed space must be located in Englishtown, South Haven, St. Anns, Goose Cove, North River Centre, North River Bridge, and Tarbot and within the following boundaries (the geographical boundaries include sites on either side of the roads):
Starting at the intersection of Route 312 and Black Head Road travelling in a southerly direction on Route 312 to the intersection of Route 312 and Route 105;
Right onto Route 105 to the intersection of Route 105 and Route 30;
Right onto Route 30 to the intersection of Route 30 and West Tarbot Road.
• on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PSPC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
Note: PSPC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners or their agents should provide their response by December 11, 2024. Any response received after this date may not be considered.
Section D: Information Provided by Interested Parties or Agents of Interested Parties
Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, site plan, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PSPC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PSPC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/ PSPC at https://www.tpsgc-pwgsc.gc.ca/esc-src/index-eng.html. This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PSPC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PSPC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PSPC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
