NOTICE OF PROPOSED PROCUREMENT

This requirement is for: Department of National Defence (DND).

This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under Tier 1 ($0 - $3.75M) under the stated consultant category and level of expertise for the following category: Stream 5. Technical Engineering and Maintenance Services.

One (1) resource in the following Stream:

One (1) Life Cycle Management Specialist (LCMS) - Senior

The duration of the Contract is for three (3) years (01 October 2024 to 30 September 2027), plus two (2) option periods of one (1) year.

This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business.

In order to be considered, the Bidder must certify that it qualifies as an Indigenous business as defined under PSIB and that it will comply with all requirements of PSIB. If bids from two (2) or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted.

However, SA holders not invited to bid who wish to do so may, no later than five days prior to the published closing date of the contract, contact the contracting authority and request an invitation to bid. An invitation will be issued unless it would interfere with the proper functioning of the procurement system. Under no circumstances will Canada extend the solicitation closing date to allow these suppliers to bid. Where additional solicitations are issued as part of the solicitation process, they may not be considered in amendments to the solicitation.

Description of the Requirement:

This bid solicitation is being issued to satisfy the requirement of the Department of National Defence (DND) [the "Client'] for the provision of Task and Solutions Professional Services. This requirement is for the provision of one (1) Senior Life Cycle Management Specialist (LCMS) in Support of Hazardous Materials Program Management. Hazardous Materials are embedded in Director General Maritime Equipment Program Management (DGMEPM) activities and shipboard equipment. Effective management of hazardous materials ensures safety of personnel, environmental compliance, and effective reduction of hazardous materials. DND is responsible for responding to inquiries from Environment and Climate Change Canada on usage of certain substances that are likely to be regulated; a system of identifying hazmat and its usage within DGMEPM and units is required to enable response to such inquiries.

This requirement's location is remote offsite.

Proposed period of contract:

The proposed period of contract will be from 01 October 2024 to 30 September 2027 inclusive, followed by up to two (2) additional one (1) year option period(s).

Estimated Level of Effort:
The estimated level of effort of the contract will be for 240 days per year.
