OBJECTIVE
The CRA’s National Recognition Program requires a national supply and delivery service for recognition products on an as and when requested basis, as part of the Long Service and Retirement Awards and Award of Excellence Streams. The award items must be properly presented and packaged, and delivered within established timeframes to CRA users across Canada.
The National Recognition Program requires Bidders to have the capacity and distribution capabilities to deliver to any employee’s home across Canada as part of the CRA’s Work from Home (WFH) program, or to any CRA location as needed, with the exception of locations within land claim areas.
Product Streams:
Stream 1 - Long Service and Retirement Awards recognize the contributions of employees by marking milestones in their careers; 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60 years of service, and for their retirement. For the Long Service Awards Program, congratulatory letters and certificates and awards corresponding to the appropriate milestone are presented to eligible employees across Canada throughout each fiscal year. There is a security requirement associated with this program.
Retirement awards recognize an employee’s long standing dedication to the CRA up to the point of retirement, with a certificate and an award being presented to commemorate the employee’s career.
The CRA is also including the option for an Instant Rewards program, which consists of a variety of Gift selection items and gift cards to be issued whenever cost centre managers wish to acknowledge employee performances and achievements
Stream 2 - Award of Excellence Trophies is the most prestigious honour that can be granted to employees of the CRA. This award is given to individuals or teams whose work and behaviour best reflects the CRA’s mission, vision and values. Ten (10) categories of awards are identified and nomination and selection of candidates takes place for each category.
It is the CRA’s intention to award one (1) contract per stream, and the period of each contract will be for one (1) year with four (4) one (1) year options. In the event that a single Bidder is deemed to have the highest ranked responsive bid for both streams, the CRA will award one (1) contract.
Stream 1 and Stream 2 will be evaluated separately and Bidders can choose to bid on one or both streams.
CRA will include a minimum spend commitment in the contract for each stream as follows:
• For the Long Service and Retirement Awards, $760,000 (taxes included) Canadian over the entire period of the resulting contract, including any
exercised option periods.
• For the Award of Excellence Trophies, $40,000 (taxes included) Canadian over the entire period of the resulting contract, including any exercised option
periods.
Unless otherwise specified in this Request for Proposal (RFP), or any corresponding Attachments and Annexes, the terms and conditions below apply to both Stream 1 and 2.
CONTRACTOR SELECTION METHODOLOGY
The evaluation of proposals will be performed as follows:

Stream 1
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 80% for the technical merit and 20% for the overall MSRP value of offered products in the Financial Proposal.
Stream 2
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest Bid Evaluation Price will be recommended for award of a contract.

The CRA reserves the right to negotiate with suppliers on any procurement.
