Project Description- Scope and Objectives
The following description and Scope of Work is intended to be used as a general guide and is not intended to be an all-inclusive list of steps necessary for completing the study. This scope of work is a general guide for what the Village expects from the engagement, however the Village expects that consultants submitting a proposal will recommend a more robust set of steps as well as a defined list of outcomes that will be required to successfully complete the project and meet the Village's
identified goals.
After the initial meeting with the Special Projects Committee, the consultant is expected to provide a project progress chart showing all project milestones such as number of drafts and schedule for review meetings to refine drafts, dates for information input, tender period, construction period and final completion date.
Once approved options are selected by Council the successful consultant will prepare tender documents and will work with the village to explore options for providing different levels of site inspection and contract administration for the various components of upgrades to the Lighthouse and Harbour Park areas.
Generally, the consultants will:
- Identify areas of concern for grading and stormwater
- Meet with village staff and the Special Projects Committee for input and present findings and recommendations to the Special Projects Committee.
- Provide the village with sufficient tentative design options for infrastructure to permit appropriate consideration of alternatives.
- Ensure design aligns with the overall vision of the Special Projects Committee.
- Coordination of all necessary environmental permits and assessments.
- Provide the village with costing models of different levels of contract administration and site inspection of construction.
- Include costs and recommendations for QA/QC.
- Provide the village with costing models for different levels of consultant involvement concerning the oversee of civil construction, installation, and commissioning.
- Clarify cost implications (if any) for the provision of record drawings, inspection records and testing results if inspection levels (as per above) are modified.
The consultant will be drafting all content to be included in the document and will be responsible for ensuring each completed section as well as any proposed design or tender package are properly evaluated by the Village before inclusion in final documents. The consultant shall present each of the preliminary draft reports to the Village a minimum of three (3) days prior to each draft review meeting.
It is anticipated that the construction portion of the work in these projects will be substantially completed no later than November 30th, 2023.
