158837 - Parking Services – Downtown Pay Parking

Notice is hereby given by District of Tofino of its intent to purchase direct from Robbins Parking Services Ltd. for the provision of parking services services from May 1, 2023 to October 27, 2023.
As the value of this particular contract is estimated to be or over the NWPTA threshold for goods and services this notification is required under NWPTA for single/sole supplier procurement.  The District of Tofino has chosen not to tender the contemplated contract for the following reasons:

1. Robbins Parking currently manages the District’s Beach Parking Services, the District seeks to reduce the administrative costs of managing two parking contacts contracts.
2. The term of the proposed service is six months, the District seeks to reduce the mobilization/de-mobilization costs that would be incurred by a new contractors for such a short term.
3. A six month term for a new downtown Parking Services contract will permit the District to align with the dates in the existing contract. The District is committed to competitively bidding all Parking Services as one three year package after the beach parking contract expires in 2024 (no renewal).
4. Downtown Pay Parking Services were considered in the current Beach Parking contract.
